The Illinois Department of Public Health (IDPH) is seeking a highly motivated professional to serve as the Diversity, Equity & Inclusion (DEI) Manager within the Bureau of Human Resources This position leads the development, implementation, and evaluation of statewide diversity, equity, and inclusion initiatives; supports inclusive recruitment strategies; and provides expert guidance to IDPH programs on culturally competent practices that strengthen services to diverse and underserved communities. The role manages internal DEI programs, represents the agency at meetings and outreach events, supervises assigned staff, coordinates legislative and policy activity related to diversity efforts, and serves as a key resource in advancing policies and strategies that promote an inclusive workplace.

Essential Functions
- Subject to management approval, performs a full range of highly responsible administrative functions as the Diversity, Equity, and Inclusion Manager of the Bureau of Human Resources.
- Supports the recruitment team by enhancing Public Health’s inclusiveness by attracting candidates who represent a diverse range of backgrounds, experiences and talents.
- Provides guidance, consultation, and assistance to offices, bureaus and programs agency-wide regarding diversity, equity, and inclusion efforts. Assists other committees across IDPH as needed.
- Plans and executes internal IDPH diversity, equity, and inclusion programs and initiatives.
- Serves as full-line supervisor.
- Coordinates the Division’s legislative program.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
- Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization.
Preferred Qualifications
- Five (5) or more years of experience leading a public or private organization related to diversity, equity and inclusion
- Three (3) years of experience determining diversity and inclusion recruitment strategies to appeal to diverse applicants
- Two (2) years of experience analyzing administrative programs and developing effective courses of action related to diversity, equity and inclusion
- Four (4) years of experience developing, implementing, or interpreting operating policies and procedures.
- Ability to develop and maintain effective working relationships with various professionals, government agencies, educational institutions and other agencies and organizations.
Conditions of Employment

- Require appropriate, valid and current driver's license.
- Requires the ability to engage with Business Enterprise Program (BEP) contractors and subcontractors to support the goals of BEP and the Fair Contracting Task Force.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

Term Appointment:
Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Public Health’s discretion.
