Position Overview
The Office of Fiscal Services is seeking to hire an Executive II for the Bureau of Collection Services to serve as the Employment Services Overpayments (ESOP) Supervisor. Under general direction of the manager of the Central Overpayment Section, plans, organizes, controls and evaluates the statewide program operations in the Account Support Unit, Office of Fiscal Services, Department of Human Services (DHS), to identify, develop, and implement operations for management of specialized public assistance accounts in which excess assistance and Supplemental Nutrition Assistance Program (SNAP) overpayments have been identified; plans implementation of program from pilot phase through statewide expansion, including assessment of manpower and equipment needs. Verifies compliance with Federal and State regulations for initial and subsequent collection activities. Serves as liaison with Local Offices and Central Office staff, regarding establishment of overpayments and related recovery activities.
Essential Functions
- Serves as the Employment Services Overpayments (ESOP) Supervisor.
- Serves as working supervisor.
- Monitors staff in implementing collection activities statewide.
- Determines and evaluates staffing needs of the Unit to achieve program objectives.
- Interprets and enforces Department and Program policy for staff, clients, and their attorneys.
- Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years college preferably with courses in business or public administration.
- Requires two (2) years of responsible administrative experience in a public or business organization.
Specialized Skills
- Of the two (2) years of responsible administrative experience, requires two (2) years of experience processing overpayments and maintaining accounts receivable utilizing systems such as the Accounts Receivable System, the Integrated Eligibility System, the Comptroller’s System and Federal Offset system.
Preferred Qualifications
- Two (2) years of experience processing overpayments and maintaining accounts receivable utilizing systems such as the Accounts Receivable System, the Integrated Eligibility System, the Comptroller’s System and Federal Offset system.
- Two (2) years of professional experience developing, implementing, administering and maintaining policies and procedures for a public or private organization.
- Two (2) years of professional supervisory experience reassigning staff to meet day-to-day operating needs.
- Two (2) years of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking, prioritizing and tracking the progress of multiple projects.
- Two (2) years of professional experience working with software programs such as Microsoft Office, Excel and Word (or equivalents) in a professional environment.
Conditions of Employment
- Requires the ability to utilize a personal computer and Excel software.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
