Position Overview:

 

This position is accountable for directing the development of construction policies to ensure uniform construction practices, interpretations, and applications leading to an effective, efficient, and economical statewide construction program.  This position is responsible for the settling of contractor claims for additional compensation and ensuring effective management of the prequalification of contractors, pay estimates, and contract change authorizations. 

Job Responsibilities

This position reports to the Director of the Office of Highways Project Implementation.  Reporting to this position are the Engineer of Construction Operations, the Prequalification Engineer, the Contract Administration Section Chief, and an Executive Secretary II. 


The incumbent works in an environment that is responsible for the development of construction policies, engineering and documentation review, and  the settlement of contractors’ claims for additional compensation.  The incumbent ensures effective management of the prequalification of contractors, pay estimates, and contract change authorizations.  This position is involved in engineering problems, contractors’ complaints and claims, and uniform specification interpretation.  The Engineer of Construction is expected to exercise significant discretion for the regular and daily implementation of policy and strategy as directed by executive staff. 


The greatest challenges of this position are in the area of settling contract disputes, improving the quality of construction, assuring sound engineering and economical construction practices and procedures, and  improving policies for the prequalification of contractors to ensure that bidders are capable of completing the work and that competitive bidding is maintained.  Typical problems include the investigation and resolution of contract claims, interpretation of specifications to ensure consistency and proper application, the development and/or review of new or revised specifications or policies to improve efficiency and/or quality, the resolution of questions concerning contract change orders and time extensions, contract payments, and the prequalification of contractors. 


This position is accountable for the cancellation of contracts, default of contractors, disqualification of contractors due to unsatisfactory financial and work ratings, and the recommendation of change in construction operations to reduce costs.  The incumbent provides direction to the section chiefs within the Bureau of Construction and acts personally on those exceptional and sensitive matters uniquely associated with prequalification, contract administration, and interaction with the construction industry.  The incumbent personally directs the formulation of the bureau’s fiscal year operating budget and provides for the organization, training, and assignment of personnel to effectively accomplish the objectives of the bureau.   

Job Responsibilities continued

The incumbent accomplishes accountabilities through the following positions: 


Engineer of Construction Operations who is accountable for performing periodic engineering reviews to ensure uniform construction practice and conformance with plans and specifications; handling special assignments; reviewing construction changes orders; finding solutions to difficult district engineering problems; ensuring maximum Federal Highway Administration (FHWA) participation; checking records of documentation on active and completed projects; developing specific task training programs; and preparing and distributing the necessary reports, guides, procedures, and recommendations affecting the construction of highways, including updates to the Construction Manual. 
Prequalification Engineer who is accountable for determining and computing financial and work ratings for construction contractors and analyzing the bidding and not-for-bidding proposals annually to ensure adequate bidding capacity. 
Contract Administration Section Chief who is accountable for processing contractors’ pay estimates, maintaining records on joint improvements and collecting amounts from the other agencies, checking and approving change orders, maintaining the bureau’s budget status, maintaining statistical records and reports on construction progress, and providing overall support services for the bureau. 

 

The incumbent is afforded the latitude to make justifiable revisions during a project due to unforeseen conditions.  Within budgetary limits, the incumbent has authority for the expenditure of allocated funds.  This position is constrained by departmental and federal policies as wells as plans and specification.   


Internally, the incumbent has frequent contact with staff in all of the Office of Highways Project Implementation bureaus, the Office of Chief Counsel, the Office of Finance and Administration and all district offices concerning approved materials, lettings, specifications, documentation, auditing, contract additions, design changes, claims, and construction problems.  Externally, the incumbent has frequent contact with contractors; subcontractors; suppliers; manufacturers; the FHWA; and other states, counties, and municipalities concerning prequalification, materials, equipment, funds, construction, and contracts. The incumbent is a member of the Department Awards Committee, serves as Chairman of the Joint Cooperative Committee, and is Secretary of the department’s Industry Policy Committee.  Occasional statewide travel with overnight stays is required to attend meetings or training. 


The effectiveness of the position is measured by ensuring a high-quality construction program with minimal problems and disruption. 

Essential Functions

  • Ensures effective and efficient management of construction programs.
  • Ensures quality construction with consideration to specifications and policies to meet public transportation needs and state and federal requirements.
  • Ensures timely settling of contractor claims for additional reimbursement.
  • Ensures that contract additions and specification changes on work under contract are proper both legally and technically.
  • Ensures equal and fair handling of a contractor’s prequalification to ensure proper competition at lettings.
  • Ensures uniform interpretation and application of construction specifications and policies.
  • Provides executive management with information and recommendations to contribute to the resolution of operating construction problems.
  • Coordinates bureau activities with other department offices and agencies to ensure efficiency and cost-effectiveness of highway construction efforts.
  • Ensures proper and effective utilization of manpower through training, motivation, and evaluation of employees.
  • Recommends improvements to specifications to ensure quality construction.
  • Performs duties in compliance with departmental safety rules.  Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Minimum Qualifications

  • Current registration as a Licensed Professional Engineer in the state of Illinois.
  • Twelve years of experience in civil engineering including seven years supervising staff and managing engineering functions.

Preferred Qualifications

  • Comprehensive knowledge of the principles and practices of civil engineering with specialized knowledge in highway engineering improvements.
  • Comprehensive knowledge of the laws and department policies controlling the activities administered.
  • Ability to initiate, coordinate, and direct a large-scale engineering program or research and planning activities of a diverse technical nature.
  • Strong oral and/or written communication skills.
