Position Overview
This position is accountable for directing the collection and analysis of pavement performance data for the department’s pavement management activities and for managing development of the nondestructive testing programs and data analytics efforts to maintain department pavement policies. This position oversees operation and budgeting for the nondestructive testing facilities located in Springfield and Trenton, Illinois. In addition, this position supervises the approval of pavement designs, as well as development and maintenance of the department’s pavement design, construction, maintenance, rehabilitation, and preservation policies.
Essential Functions
- Directs collection, storage, and maintenance of pavement condition information for the department’s pavement management activities.
- Manages development of the nondestructive testing programs and data analytics efforts to maintain department pavement policies, as well as oversees operations of the Springfield and Trenton, IL testing facilities.
- Oversees pavement management system data analyses to ensure pavement design assumptions are supported by pavement performance and approve pavement designs.
- Supervises analysis of information from the department’s pavement management system to assess and revise pavement-related policies to ensure state-of-the-art performance of the state’s pavement network.
- Works closely with the Research and Innovation Section to ensure pavement-related research needs are considered and determine benefits and potential of in-house versus external pavement-related research.
- Oversees and directs all in-house pavement-related research studies.
- Ensures all applicable pavement-related research results are incorporated into departmental policies and procedures.
- Directs the investigation of urgent operational problems and recommends timely and workable solutions to the districts and central offices to ensure successful eliminate or minimize pavement performance issues.
- Trains, motivates, and evaluates subordinate personnel to ensure their effectiveness.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications
- Current registration as a Licensed Professional Engineer in the state of Illinois.
- Ten years of experience in civil engineering.
- Six years of supervising staff and managing engineering functions.
Preferred Qualifications
- Ability to initiate, coordinate, and direct large scale engineering programs or research and planning activities of a difficult technical nature.
- Knowledge of pavement performance testing and data analysis.
- Working knowledge of engineering related procurement procedures.
- Ability to promote, establish, and maintain harmonious relationships with both technical and professional staff and the public.
- Ability to develop policies, specifications, and standards.
- Proficiency with the Microsoft Office Suite.
- Effective oral and written communication skills.
Conditions of Employment
- Requires a valid driver’s license.
- Requires frequent statewide and occasional out-of-state travel with overnight stays.
- Requires successful completion of a background screening.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
