Position Overview

Join DCEO as the Environmental Compliance Support Specialist to help Illinois small businesses navigate Clean Air Act requirements and achieve environmental compliance through technical assistance, regulatory analysis, and practical solutions. This role offers the opportunity to work directly with business owners, state and federal agencies, and industry partners while developing innovative compliance resources that make environmental regulations more accessible and actionable.

Essential Functions

  • Under general direction, performs professional duties representing the Department of Commerce and Economic Opportunity (DCEO) by assisting the Small Business Environmental Assistance Program Manager with Environmental Program Compliance as set forth in the Clean Air Act. 
  • Receives and responds to environmental regulatory assistance phone and/or email requests through the Small Business Environmental Assistance Program (SBEAP) helplines. 
  • In coordination with the unit manager, drafts environmental compliance assistance tools including but not limited to training materials, recordkeeping tools, fact sheets, guides, brochures, flyers, emission calculators, compliance calculators, recordkeeping tools, utilities, calculators, new or enhanced webpages, etc. 
  • Monitors, reviews, and analyzes state and federal environmental legislative and regulatory proposals as related to Illinois small businesses. 
  • Participates in meeting and coordinating with appropriate regulatory agencies, trade associations, or other industry groups. 
  • Participates in applicable state, regional, and national workgroups or committees related to environmental assistance. 
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above. 

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with coursework in physical, life, environmental or engineering science. 
  • Requires two (2) years of responsible administrative experience in a public or business organization. 

Specialized Skills

  • Requires two (2) years of administrative experience providing technical assistance regarding environmental compliance. 
  • Requires two (2) years of administrative experience working with regulatory requirements, permitting, licensing, and compliance. 
  • Requires two (2) years of experience interpreting and applying federal, state, and local environmental laws and regulations such as the Clean Water Act, Clean Air Act, Resource Conservation and Recovery Act, Illinois Title 35 environmental standards, 40 CFR 60 New Source Performance Standards, etc. 

Preferred Qualifications

  • Prefers two (2) years of administrative experience providing technical assistance regarding environmental compliance. 
  • Prefers two (2) years of administrative experience working with regulatory requirements, permitting, licensing, and compliance.
  • Prefers two (2) years of experience interpreting and applying federal, state, and local environmental laws and regulations such as the Clean Water Act, Clean Air Act, Resource Conservation and Recovery Act (RCRA), or Illinois Title 35 environmental standards, 40 CFR 60 New Source Performance Standards, etc. 
  • Prefers a bachelor’s degree in physical, life, environmental or engineering science. 
  • Prefers two (2) years of experience developing and implementing compliance assistance tools, such as air emission calculators, fact sheets, guides, recordkeeping tools, regulatory training material, workshops, etc. 
  • Prefers two (2) years of experience providing customer or technical support in a help‑center environment, including demonstrated ability to communicate complex information. 

Conditions of Employment

  • Requires completion of a background check and self-disclosure of criminal history. 
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. 
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
