Position Overview

The Illinois Environmental Protection Agency (EPA), Bureau of Land (BOL), Federal Site Remediation Section, Environmental Protection is seeking an Engineer IV (Working Supervisor).  FSRS manages work being conducted under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA or Superfund). In addition to serving as technical expert, the Working Supervisor position will oversee professional staff with varying levels of experience performing duties relative to environmental investigations and remedial response projects. The primary emphasis will be on staff training and professional development leading to highly independent workers in accordance with program and agency policy. This position will oversee staff interactions with other engineers, geologists, and scientists from not only the Illinois EPA, but also other state and federal agencies and responsible parties concerning projects related to the Federal Site Remediation Program.

Essential Functions

  • Serves as Working Supervisor in Unit A of the Federal Site Remediation Section, in the Bureau of Land (BOL ). 
  • As Technical Expert, conducts, coordinates, and advises management on highly complex and technical engineering reviews and evaluations
  • Prepares, coordinates, and advises management on complex technical and scientific Scope of Work (SOW) work plans and cost estimates for CERCLA investigations, feasibility studies, decision documents, design, and construction projects.
  • Conducts, coordinates, and advises management about negotiation of enforcement orders, decrees, and agreements for Remedial Investigation/Feasibility Study (RI/FS) and Remedial Design/Remedial Action (RD/RA) activities.
  • Participates in work groups, national associations, attends webinars, site visits, and trainings to expand professional knowledge of applicable regulations required to perform job duties as a licensed professional engineer.
  • Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.

Specialized Skills

Of the four (4) years’ experience required:

  •  Requires (4) four years’ experience in interpreting and administering State and Federal regulations pertaining to Comprehensive Environmental Response Compensation, and Liability Act (CERCLA).
  • Requires (4) four years’ experience in explaining environmental policies and regulations.
  •  Requires (4) four years of experience consulting with and advising members of public and private organizations concerning the application of standards and procedures to design, construct, operate and maintain facilities and systems for the control of environmental conditions.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college with a bachelor's degree in an engineering science. Typically, the subject matter would involve the type of coursework associated with environmental (sanitary, hydraulic, hydrology, and air pollution specialties), civil (sanitary, hydraulic, and hydrology specialties), general, industrial, mechanical, chemical, public health, electronic, acoustical, or aeronautical engineering or engineering mechanics or a closely related engineering specialty.
  • Requires possession of Illinois certificate as a registered professional engineer.
  • Requires four years of professional engineering experience related to working with complex engineering problems.  A master's degree in engineering or business administration may be substituted for two years of professional experience.

Preferred Qualifications

  • Prefers at least (4) four years of experience in interpreting and administering State and Federal regulations pertaining to Comprehensive Environmental Response Compensation, and Liability Act (CERCLA).
  • Prefers at least (4) four years of experience in explaining environmental policies and regulations.
  • Prefers at least (4) four years of experience consulting with and advising members of public and private organizations concerning the application of standards and procedures to design, construct, operate and maintain facilities and systems for the control of environmental conditions.
  • Prefers Licensed Professional Engineer.
  • Prefers ability and experience establishing and maintaining working relationships with municipal officials, facility operators and owners, plant managers, or their representatives and/or interpreting pertinent state laws, rules, regulations, policies, or procedures of the agency to individuals and municipal bodies.
  • Prefers ability to supervise the activities of technical staff.
  • Requires ability to analyze and interpret complex and extensive scientific data relating to facilities, installations, equipment, and environmental control systems and processes.
  • Prefers the ability to utilize a personal computer with knowledge of Microsoft software.

Conditions of Employment

  • Requires a current and valid driver’s license.
  • Requires the ability to travel.
  • Requires ability to participate in the medical monitoring program.
  • This position will be required to take (within 90 days of employment) and maintain working knowledge of (8-hour annual refresher) and/or certification to ensure position is up to date with laws, rules, and regulations to maintain compliance with IL Department of Labor Occupational Safety Regulations: 40-hour OSHA training.
  • Requires the ability to pass a name-based background check
