ENVIRONMENTAL PROTECTION ENGINEER IV

Job Overview

The Illinois Environmental Protection Agency (EPA), Bureau of Water (BOW), Water Pollution Control, Permit, Municipal A Unit is seeking to hire an Environmental Protection Engineer IV (Working Supervisor).   This position will supervise an office or field engineering staff (approx. team of 5-8) in conducting technical studies and investigation of environmental control problems that require the application of a small to moderate sized subordinate staff or involve facilities and systems that are not diversified in scope or of a highly complex related to National Pollutant Discharge Elimination Systems.  The ideal candidate will have experience working with municipal, consulting, construction engineering and technical personnel in the design, construction, location, maintenance and operation or improvement of water pollution control facilities.

Essential Functions

• Serves as designated Working Supervisor/Technical Expert to the engineering staff in the Municipal Unit A, Permit
  Section, Division of Water Pollution Control, Bureau of Water (BOW).
• Conducts timely reviews of municipal construction and operating permit applications for highly complex municipal
  wastewater facilities consistent with all State and Federal laws, rules, and regulations.
• Serves as a Technical Expert providing assistance/guidance to Agency Staff/officials/consultants regarding highly
  complex, sensitive, and controversial issues for the Unit.
• Represents the BOW in rulemaking and regulatory relief proceedings before the Illinois Pollution Control Board
  (IPCB);
• Prepares/reviews documents for submission to BOW management and other State and Federal governmental
  officials.
• Performs other duties as assigned or required which are reasonable within the scope of the duties enumerated
  above.

Minimum Qualifications

•  Requires knowledge, skill, and mental development equivalent to completion of four years of college with a bachelor's
  degree in an engineering science. Typically, the subject matter would involve the type of coursework associated with
  environmental (sanitary, hydraulic, hydrology, and air pollution specialties), civil (sanitary, hydraulic, and hydrology
  specialties), general, industrial, mechanical, chemical, public health, electronic, acoustical, or aeronautical engineering or
  engineering mechanics or a closely related engineering specialty.   
•  Requires possession of Illinois certificate as a registered professional engineer.   
•  Requires four years of professional engineering experience related to working with complex engineering problems.   
•  A master's degree in engineering or business administration may be substituted for two years of professional experience.

Preferred Qualifications (In Order of Significance)

• Prefers at least four (4) years of experience to supervising the activities of a technical staff in a private or public
  organization.
• Prefers at least four (4) years of experience explaining and interpreting permitting laws, policy, and regulations in a public
  or private organization.
• Prefers at least four (4) years of experience in interpreting and applying relevant laws, rules and regulations pertaining to
  issuance of National Pollutant Discharge Elimination System (NPDES) permits.
• Prefers at least four (4) years of experience consulting with and advising members of public and private organizations
  concerning the application of engineering standards and procedures to design, construction, operation and maintenance of
  facilities and systems for the control of environmental conditions.
• Prefers at least four (4) years of experience reviewing and evaluating permitting reports for completeness and accuracy of
  engineering detail.
• Prefers at least four (4) years of experience developing and maintaining effective public working relationships.
• Prefers experience utilizing a personal computer with knowledge of Microsoft Word, Excel and Access software.

Specialized Skills (Used for certain BU Employees only)

• Of the four years’ required experience: requires four years’ experience in the review and issuance of National Pollutant
  Discharge Elimination System (NPDES) permits; experience in preparing, reviewing, or approving construction/operating
  permits; experience in applying relevant State and federal laws, rules and regulations.
