Job Responsibilities

.40%  1. Observes, participates in, and assists higher level specialists work assignments designed to develop knowledge, understanding, and practical skills consonant with working as a Project Manager of grant and loan funded projects for the construction and rehabilitation of public water supply and wastewater systems for the Pre-Construction Unit, Infrastructure Financial Assistant Section in the Bureau of Water (BOW);

  • Reviews project planning reports in support of grant and loan applications, for the construction of wastewater and water supply projects
  • Prepares review comments and corresponds via phone, e-mail and written letters related to issues with these planning documents.
  • Prepares an environmental impact assessment and project summary document for the purpose of public participation on the proposed project.

30%  2. Assists loan and grant applicants with completing loan and grant application documents;

  • Reviews all loan and grant application documents and coordinates reviews of these documents by other Bureau of Water staff.
  • Reviews professional services contracts for compliance with loan rules and submits to manager for approval
  • Reviews projects technical specifications and bid packages for compliance with loan rules and submits to manager for approval.
  • Maintains written and computer records relating to applications
  • Prepares loan and grant offers
  • Meets with public on matters relating to the grant and loan programs

20%  3. Assists with special projects in general support of the loan and grant assistance programs;

  • Participates in training activities to acquire a basic knowledge in the design, construction, and operation of wastewater and community water supply systems

05%  4. Attends and participates in staff meetings, conferences, and other activities which will provide a meaningful learning experience.

05%  5. Performs other duties as assigned or required, which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  1. Requires the knowledge, skill and mental development equivalent to the completion of four years of college with coursework in the physical, life or environmental sciences.
  2. Requires one year of professional experience in pollution abatement or a related field.

Knowledge, Skills, and Abilities

  1. Requires working knowledge of modern environmental control systems, facilities, techniques and procedures.
  2. Requires working knowledge of state laws, rules and regulations as pertaining to environmental protection or pollution abatement.
  3. Requires ability to analyze and interpret the scientific data of plans for facilities, installations and equipment.
  4. Requires ability to establish and maintain working relationships with municipal officials, facility operators and owners, plant managers, or their representatives.
  5. Requires ability to interpret pertinent state laws, rules, regulations, policies or procedures of the agency to individuals and municipal bodies.
  6. Requires the ability to utilize a personal computer with knowledge of Microsoft Word and Excel software.
  7. Prefers the ability to prepare comprehensive written and oral reports.
  8. Prefers the ability to follow oral and written instructions.
  9. Prefers the ability to communicate on a daily basis by telephone and e-mail with loan applicants and their consulting engineering representatives.
  10. Prefers basic math skill including knowledge of percentages, fractions and prorations.
