Job Overview
The Illinois Environmental Protection Agency (EPA), Associate Director’s Office, Office of Emergency Response (OER), is seeking to hire an Environmental Protection Specialist 1, Incident Coordinator. This position coordinates the Agency’s emergency response activities, provides technical support and manages the Agency’s emergency response equipment and cost recovery program. The ideal candidate will have one (1) years’ experience in environmental science or emergency or hazardous materials response.

Essential Functions
- Serves as the Illinois Environmental Protection Agency’s statewide Emergency Incident Coordinator within the
Office of Emergency Response. - Assists higher-level staff in the evaluation of the technical adequacy of chemical process safety, the appropriate
remediation, and the assessment of natural resource damages from sudden release or spills of contaminants to the
environment in consultation with the on-scene coordinator(s) and the OER manager. Analyzes the impact of
releases of hazardous materials and other dangerous contaminants to public health and the environment, in support
of enforcement, permitting, and the compliance assistance activities of the Agency. - Assists in the management of the Emergency Response databases.
- Assists in maintaining the Office of Emergency Responses’ equipment and supplies.
- Assists higher-level staff in managing the Agency’s Emergency Response Duty Officer program.
- Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated
above.
Minimum Qualifications
- Requires the knowledge, skill and mental development equivalent to the completion of four years of college with
coursework in the physical, life or environmental sciences and requires either:
a) one year of professional experience in pollution abatement or a related field, or
b) completion of an agency-approved training program.
-OR
- Requires a master's degree with coursework in the physical, life, or environmental sciences.
Specialized Skills (Used for certain BU Employees only)
- Requires one year of experience in environmental science, or emergency or hazardous materials response, or
communications dispatch.
- Requires one year of experience in responding swiftly and with composure in emergency situations while ensuring
confidentiality is maintained.
Preferred Qualifications (In Order of Significance)
- Prefers at least (1) one year of experience in environmental science, or emergency or hazardous materials response.
- Prefers at least (1) one year of experience in responding swiftly and with composure in emergency situations while
ensuring confidentiality is maintained.
- Prefers at least one (1) year of experience producing detailed reports, vouchers, and technical documents.
- Prefers at least (1) one year of experience in developing and managing a small private or public organization function
program.
- Prefers at least (1) one year of experience in analyzing administrative problems and adopting an effective course of action.
- Prefers working knowledge of the principles of governmental accounting, program budgeting, personnel, statistics, and
procurement.
- Prefers the ability to develop, install and evaluate new and revised methods, procedures and performance standards.
- Prefers the ability to exercise judgment and discretion in developing, implementing and interpreting departmental policies
and procedures.
- Prefers the ability to develop and maintain cooperative working relationships.
- Prefers the ability to utilize a personal computer with knowledge of Microsoft Office platforms.
Conditions of Employment

- Requires the use of an agency-supplied mobile phone and StarCom radio.
- Requires ability to remotely coordinate emergencies during non-business hours.
