Job Overview

The Illinois Environmental Protection Agency (EPA) and Bureau of Air (BOA) are seeking to hire an Environmental Protection Specialist III in their Air Monitoring Unit. The ideal candidate for this position will be organized and detailed and possess the ability to adapt to change in a collaborative, fast-paced environment. The ideal candidate will also need to be able to lift equipment up to 50 lbs, climb ladders, and communicate effectively verbally, electronically, and in writing with both internal and external stakeholders.

Essential Functions

  • Conducts complex technical and scientific inspections/evaluations at air monitoring sites for the Central Region, Monitoring Operations Unit, Air Quality Planning Section, Air Pollution Control Division, Bureau of Air;
  • Confers with higher level Unit staff and in conjunction with the Data Unit;
  • Conducts complex technical and scientific analysis and repair of air monitoring equipment;
  • Conducts complex installation and collection of sample filters;
  • Serves as liaison and provides technical assistance to local agencies, volunteer operators, and contractors;
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated
    above.

Minimum Qualifications

  •  Requires knowledge, skill and mental development equivalent to the completion of four years college with coursework in

physical, life, or environmental science.

  • Requires three years progressively responsible professional experience in the field of pollution abatement or a related field.

  • Requires knowledge, skill and mental development equivalent to the completion of four years college with coursework in

physical, life, or environmental science supplemented by a master’s degree.

  • Requires one year progressively responsible professional experience in the field of pollution abatement or a related field.

Preferred Qualifications

  •  Prefers three (3) years of experience in analyzing and interpreting complex and extensive scientific data associated with

ambient air monitoring devices and associated equipment and requirements.

  •  Prefers three (3) years of experience in applying state and federal laws, rules, regulations, and standards related to

ambient air monitoring.

  •  Prefers three (3) years of experience in modern inspectional and investigative techniques and procedures.
  •  Prefers three (3) years of experience in establishing and maintaining liaison with municipal officials, facility operators and/or

owners, plant managers, or their representatives and agency personnel.

  •  Prefers three (3) years of experience interpreting pertinent laws, rules, and regulations, concerning pollution control or

abatement and to explain to individuals the techniques and procedures that go into enforcing these laws, rules, and
regulations.

  •  Prefers the ability to utilize a personal computer with knowledge of Microsoft Word and Excel software.
  •  Prefers the ability to follow oral and written instructions; and to plan, schedule, and prioritize daily work.
  •  Prefers coursework (18 – 20 semester hours) in Chemistry, Biology, or Physics.

Specialized Skills

  •  Requires three years of experience in analyzing and interpreting technical/scientific data associated with ambient air

monitoring devices and associated equipment and requirements.

  •  Requires three years of experience in applying state and federal laws, rules, and regulations related to ambient air

monitoring.

Conditions of Employment

  •  This position is considered heavy work as defined by the U.S. Department of Labor (20 CFR 404.1567(d)). Heavy work

involves lifting no more than 100 pounds at a time with frequent lifting or carrying of objects weighing up to 50 pounds.

  •  Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  •  Requires appropriate, valid driver’s license.
  •  Requires ability to pass a name-based background check.
