Job Overview
The Illinois Environmental Protection Agency (EPA), Bureau of Water (BOW), Infrastructure Financial Assistance Section is seeking to hire an Environmental Protection Specialist 4 (Working Supervisor). This position will serve as a working supervisor of professional staff engaged in assisting municipalities across Illinois to obtain State Revolving Fund (SRF) funding from either the Drinking Water or Wastewater Loan Programs. In this position, you would be the expert on SRF application process and deadlines within the unit. The successful candidate will have experience independently working on loan projects that require several water infrastructure upgrades and requires advanced knowledge and/or experience of the administrative rules and regulations to help municipalities through the SRF application process. As an EPS4, you will be reviewing financial, technical and/or scientific information regarding a particular project and providing guidance to both internal and external stakeholders.

Essential Functions
- Serves as Senior Project Manager and Working Supervisor for the State Revolving Fund (SRF)loan programs and
state and federal grant programs for the Pre-Construction Unit B, Infrastructure Financial Assistant Section in the
Bureau of Water (BOW); - As senior project manager, reviews and processes complex, difficult, and technical administrative documents
required in the SRF loan programs and state and federal grant programs; - As Senior Project Manager, assists Section management with program development activities related to the loan
and grant application process; - As a specialized staff expert, performs special assignments utilizing technical expertise and in-depth knowledge of
state and federal requirements related to the loan and grant programs and the operational procedures; - Schedules and conducts meetings with loan and grant applicants, their technical consultants and others regarding
loan and grant issues; - Performs other duties as assigned or required, which are reasonably within the scope of duties enumerated
above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to the completion of four years college with coursework in
the physical, life, or environmental sciences, engineering, or geology.
- Requires four years of professional experience in the field of environmental protection or a related field.
Specialized Skills (Used for certain BU Employees only)
- Requires four (4) years of professional and technical experience in working with the state revolving fund loan program
operations and in interpreting and applying state and federal regulations governing Illinois revolving loan fund program
operations.
- Requires four (4) years of experience with wastewater and stormwater treatment works and public water supply systems;
experience with the Loan Grant Tracking System software program and experience coordinating modifications to LGTS;
experience with and understanding of wastewater/stormwater/drinking water user charge systems and related utility operating
budgets.
- Requires four (4) years of experience in analyzing and interpreting basic financial data relating to facilities operating
budgets.
- Requires four (4) years of experience in providing interpretations and preparing reports of a technical and complex nature
within the state revolving fund loan program and its operations.
Preferred Qualifications (In Order of Significance)
- Prefers at least four (4) years of professional and technical experience in working with the state revolving fund loan
program operations and in interpreting and applying state and federal regulations governing revolving loan fund program
operations.
- Prefers at least four (4) years of experience/knowledge working with wastewater/stormwater and public water supply
administrative rules.
- Prefers at least four (4) years of experience with a loan database software program.
- Prefers at least four (4) years of experience with and understanding of wastewater/stormwater/drinking water user charge
systems and related utility operating budgets.
- Prefers at least four (4) years of experience supervising a team of technical and/or professional staff in a public/private
organization.
- Prefers extensive knowledge of state laws, rules, regulations and standards pertaining to environmental control or pollution
abatement.
- Prefers ability to interpret pertinent laws, rules, regulations, concerning pollution control or abatement and to explain to
individuals the techniques and procedures utilized in enforcing the laws, rules and regulations.
- Prefers ability to supervise a sub-unit of a technical activity within the assigned program.
