Job Overview
The Illinois Environmental Protection Agency (EPA), Bureau of Air (BOA), Division of Air Pollution Control, Field Operations Section, Headquarters is seeking an Environmental Protection Specialist IV to serve as a working supervisor responsible for coordinating engineering staff activities for a group of technical professionals. The ideal candidate for this position will be organized, detailed, and possess the ability to adapt to change in a collaborative, fast paced environment. The ideal candidate will also need to be able to communicate effectively verbally, electronically and in writing with both internal and external stakeholders. As an EPS IV, you will also be drafting and reviewing technical documents including inspection reports and guidance documents. You will also be applying complex scientific principles to analyze and interpret complex and extensive scientific data relating to facilities, installations, equipment and environmental control systems and processes in accordance with the Clean Air Act.

Essential Functions
- Serves as Working Supervisor responsible for coordinating engineering staff activities for the technical
professional for the Bureau of Air, Field Operations Section, Central Region; - Conducts highly technical plant site inspections/investigations at industrial facilities statewide;
- Responds to environmental incidents;
- Develops appropriate compliance terms to address any identified violations;
- Develops, maintains and updates Agency data systems and assignment tracking and scheduling system(s).
- Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated
above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to the completion of four years college with coursework in
the physical, life, or environmental sciences, engineering, or geology.
- Requires four years of professional experience in the field of environmental protection or a related field.
Specialized Skills (Used for certain BU Employees only)
- Requires two years’ of experience in interpreting and applying State and Federal laws, rules, and regulations pertaining to
air pollution.
- Requires two years’ of experience in conducting compliance inspections of Division of Air Pollution Control permitted
sources.
- Requires knowledge and understanding of the principles and operations of air emission sources and air pollution control
equipment.
Preferred Qualifications (In Order of Significance)
- Prefers two years’ experience in interpreting and applying State and Federal laws, rules, and regulations pertaining to air
pollution.
- Prefers two years’ experience and extensive knowledge of modern inspectional and investigative techniques and
procedures in relation to Air permitting sources.
- Prefers two years’ experience, knowledge, and understanding of the principles and operations of air emission sources and
air pollution control equipment.
- Prefers two years’ experience evaluating the design, construction, maintenance or operation of environmental control
devices and facilities.
- Prefers two years’ experience in developing engineering reports requiring the application of advanced engineering theory.
- Prefers thorough knowledge of environmental control systems, facilities, and related techniques, procedures and
processes.
- Prefers ability to analyze and interpret complex and extensive scientific data relating to facilities, installations, equipment
and environmental control systems and processes.
- Prefers ability to supervise a sub-unit of a technical activity within the assigned program.
- Prefers ability to utilize a personal computer with knowledge of Microsoft Word, Excel and Access software.
- Prefers the ability to communicate verbally and in writing with regulated entities, complainants, subordinates, superiors,
other Agency staff, USEPA, and prosecutorial representatives about investigation observations, alleged violations, evidence
of violations, necessary technical relief, statutory and regulatory requirements, permit terms, and policies and procedures.
Conditions of Employment
- Requires a current and valid driver’s license.
- Requires the ability to travel.
- Requires ability to pass physical exam intended to determine if medically fit to wear respiratory protection and function in
high heat stress situations while wearing chemical protective clothing per 29 CFR 1910.12.
- Requires ability to lift heavy sampling equipment (e.g. 50 pounds).
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the
employee should be aware that if offered non-State employment during state employment or within one year immediately
after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office
