ENVIRONMENTAL PROTECTION SPECIALIST IV

Job Overview

The Illinois Environmental Protection Agency (EPA), Bureau of Land (BOL), Leaking Underground Storage Tank Section, Unit B, is seeking to hire an Environmental Protection Specialist IV (Working Supervisor).  This position will serve as a working supervisor of professional staff engaged in pollution control or pollution abatement programs in the field or office setting, or serve as a staff member of consulting agency personnel on complex or difficult problems or studies that have program or policy impact.  In this position, you would be the technical expert on Leaking Underground Storage Tank-related issues within the unit.  The successful candidate will have experience independently working on studies that have a number of unknowns and require advanced knowledge and/or experience to complete.  As an EPS IV, you will be reviewing technical and scientific information regarding a particular case and providing technical assistance to professional staff.

Essential Functions

• Serves as working supervisor responsible for coordinating activities of the technical and professional staff of the
  Leaking Underground Storage Tank (LUST) B Unit (Group 2) for the Bureau of Land (BOL), in accordance with
  regulations pertaining to 35 Illinois Administrative Code, Part 731 and Part 734;
• Oversees review of highly complex and technical 20-day and 45-day reports, site investigation plans, and
  corrective action plans to determine technical adequacy and ensure with all requirements of 35 Illinois Administrative
  Code, Part 731 and Part 734;
• Represents Unit B-Group 2, Section, Division and Bureau at meetings and conferences;
• Plans and develops the work activities to be accomplished by subordinates based on individual subordinate
  abilities;
• Participates in meetings scheduled by the Section or Unit manager, including Section meetings;
• Serves as liaison to other sections, divisions, state and federal agencies relative to LUST Section;
• Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated
  above.

Minimum Qualifications

•  Requires knowledge, skill and mental development equivalent to the completion of four years college with coursework in
  the physical, life, or environmental sciences, engineering, or geology.   
•  Requires four years of professional experience in the field of environmental protection or a related field.

Specialized Skills (Used for certain BU Employees only)

•  Requires four years of experience in project management administering 35 Ill. Adm. Code 734 under the Leaking
  Underground Storage Tank Program;     
•  Requires four years of experience in analyzing and interpreting complex and extensive scientific data relating to activities
  associated with the remediation of underground storage tanks;   
•  Requires four years of experience in the processes to control the migration of contamination from the leaking underground
  storage tanks.   
•  Requires four years of experience in reviewing proposed budget documents associated with leaking underground storage
  tank removal, site investigation, corrective action and/or cleanup.

Preferred Qualifications (In Order of Significance)

•  Prefers at least (4) four years’ experience analyzing and interpreting scientific data relating to the activities associated with
  the remediation on leaking underground storage tanks.   
•  Prefers at least (4) four years’ experience in the processes to control the migration of contamination from leaking
  underground storage tanks.     
•  Prefers at least (4) four years’ technical and/or professional experience in project management related to remediation of
  leaking underground storage tanks.   
•  Prefers at least (4) four years’ experience in reviewing, preparing and/or submitting reimbursement documents associated
  with leaking underground storage tank removal and/or cleanup.   
•  Prefers ability to supervise a sub-unit of a technical activity within the assigned program.   
•  Prefers thorough knowledge of environmental control systems, facilities, and related techniques, procedures, and
  processes.   
•  Prefers extensive knowledge of state and federal laws, rules, regulations, and standards pertaining to environmental
  protection.   
•  Prefers ability to prepare detailed and comprehensive documents containing complex and sensitive environmental
  protection matters.     
•  Prefers ability to plan, organize and direct activities of professional and technical staff engaged in performing environmental
  protection activities.     
•  Prefers ability to establish and maintain liaison with municipal officials, facility owners and operators, plant managers, or
  their representatives, and agency professional staff.

Conditions of Employment

•  Requires a current and valid driver’s license.   
•  Requires the ability to travel.   
•  As required by OSHA 29 CFR 1910.120, this position will be required to take (within 90 days of employment) and maintain
  working knowledge of (8 hr. annual refresher) and/or certification to ensure position is up to date with laws, rules and
  regulations to maintain compliance with Il Department of Labor Occupational Safety Regulations: 24 hour OSHA training.     
•  Requires the ability to pass a name-based background check.   
•  Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including
  scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.     
•  Requires ability to attend seminars, conference, and trainings to stay current on methods, tools, ideologies
  or other industry related topics to the job duties.     
•  Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the
  employee should be aware that if offered non-State employment during state employment or within one year immediately
  after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office
  of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
