Position Marketing Statement
The Office of the State Fire Marshal (OSFM) is accepting applications to fill the position of Technical Advisor III. The agency is seeking an organized, professional, and results-oriented individual with experience in specialized legal work and regulatory petroleum underground storage tank enforcement that involves complex functions of a highly technical nature. The ideal candidate possesses excellent communication skills and the ability to effectively articulate complex legal matters in writing. The candidate should demonstrate the ability to professionally interact with office staff, members of special interest groups and the legislature, and the general public. The optimal candidate possesses the ability to take full ownership of assigned work while also keeping supervisors sufficiently informed of developments and updates with that work. As a Technical Advisor III and employee of the State of Illinois, the selected candidate will have access to state healthcare, benefits, and a pension plan. Essential Functions
- Performs specialized legal work and regulatory enforcement and administrative tasks that involve complex functions of a highly technical nature, including but not limited to, petroleum underground storage tank safety and boiler and pressure vessel safety.
- Provides advice and counsel regarding the planning, evaluation, development, and validation of programs, standards, policies, methods, techniques, and procedures and assists in their implementation.
- Confers and advises field staff on legal or administrative issues to enhance their capabilities in trial and enforcement situations.
- Contacts and advises associations and special interest groups to explain programs and secure support of program goals and objectives for regulated communities.
- Under the guidance of Deputy General Counsel and General Counsel, provides assistance with internal investigations.
- Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires graduation from a recognized law school.
- Requires possession of a valid license to practice law in Illinois.
- Requires two (2) years of professional experience in the practice of law.
Preferred Qualifications
- Prefers three (3) or more years of experience with legal research and writing.
- Prefers two (2) years of experience with underground storage tanks or other environmental regulatory processes.
- Prefers two (2) years of experience drafting, researching, or analyzing legislation.
- Prefers two (2) years of experience in the utilization of MS Word, Excel, Outlook, and other software programs.
- Prefers two (2) years of experience with the administrative rulemaking process in Illinois.
Conditions of Employment
- Requires a valid, appropriate, and current driver's license.
- Requires the ability to pass a background check and self-disclosure of criminal history.
- Requires the ability to travel statewide with overnight stays as appropriate.
- Requires the ability to pass drug screening.
- Requires ability to satisfy all continuing education requirements mandated by statute, rule, Court, or the OSFM
- Overtime is a condition of employment, and you may be requested to work overtime including scheduled, unscheduled, or last-minute overtime.
- This position is considered sedentary work as defined by the U.S. Department of Labor (20 CFR 404.1567(a)). Sedentary work involves lifting no more than 10 pounds at a time and requires occasional lifting, carrying, walking, and standing.
