Essential Functions
- Subject to management approval, serves as the Enterprise Project Management Office (EPMO) Director and a policy-making official for the Department of Innovation and Technology (DoIT) Enterprise Project Management Office, including formulating and implementing policy for the total management process of information technology and telecommunication which has a statewide impact.
- Manages the evaluation, design, and re-engineering of the business control and resource management processes of the EPMO to identify and further develop opportunities for improvement through the application of business process engineering principles and practices.
- Serves as full line supervisor.
- Serves as an EPMO Product Owner collaborating with prospective users and clients to understand and anticipate their needs and translate them into product requirements, including managing and prioritizing product backlog, such as backlog planning and refining working sessions.
- Manages and oversees the use of the Project & Portfolio (PPM) System which serves as the primary project management tool for the EPMO, customer agencies, DoIT, and Project Management Offices, including identifying needs for technical training and communicating training availability throughout the organization.
- Establishes long-range goals and objectives for the programs to support the achievement of key performance indicators, standards, and key strategies for success in the EPMO, including the interpretation of new legislation and administrative policies and procedures in partnership with other DoIT departments in determining the impact on activities and programs of DoIT and the support of customer agencies.
- Develops and submits EPMO budget proposals for approval in accordance with DoIT policies and in cooperation with the DoIT budget office, including monitoring program budget preparation and controlling appropriation of expenditures.
- Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
- Performs all other duties as required or assigned that are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in management information systems, data processing, telecommunications or directly related information technology field.
- Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in management information systems, data processing or telecommunication in a public or business information technology organization.
- Requires three (3) years of professional experience supervising a team of Information Technology professionals in a large and highly complex public or private IT organization.
Preferred Qualifications
- Four (4) years of professional experience directing the planning, development, administration, and coordination of statewide technical projects and programs, including formulating and implementing policy for the total management process of information technology and telecommunication services and operations within a large professional organization.
- Four (4) years of professional experience reviewing and analyzing status reports, project plans, and technical performance metrics to identify, escalate, and resolve issues, including evaluating performance trending to suggest areas for statewide IT and telecommunication improvements.
- Four (4) years of professional experience evaluating, designing, and re-engineering business control and resource management processes to identify and further develop opportunities for improvement through the application of business process engineering principles and practices.
- Four (4) years of professional experience utilizing project management methodologies to direct essential project management behaviors, including distributing project management fundamentals and training, and deploying project management tools and templates in coordination with organizational development partners.
- Four (4) years of professional experience researching and analyzing feasibility, availability, and pricing of equipment and services to support program operations, procurement reviews, and resource planning.
- Four (4) years of professional experience developing, submitting, and directing the implementation of budget proposals, including forecasting budgetary needs, coordinating budget preparation, and monitoring expenditures in accordance with organizational policies.
- Ability to analyze complex administrative and project challenges, identify root causes, and implement strategic result-driven solutions that enhance operational efficiency and organizational effectiveness.
- Ability to develop and maintain cooperative working relationships with staff, managers, executives, and external stakeholders, fostering collaboration in resolving sensitive administrative issues and supporting subordinate team members or project staff.
- Demonstrated verbal and written communication skills to present administrative information clearly and precisely to diverse stakeholders including executives, managers, staff, subordinate staff, and external/internal auditors.
- Certification(s) in: Project Management Professional (PMP) or similar project management certifications.

Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.
