Position Overview

Under general direction, performs difficult and specialized professional work in the Functional Support Unit, Bureau of Systems Support, Office of Fiscal Services; organizes, plans, develops, and implements the operation of the State’s primary accounting and financial reporting system.  Provides support to Agency users through the Accounting System Help Desk.  Develops, coordinates and conducts system wide training on security protocols and daily operational protocols.

Job Responsibilities

1.   Organizes, plans, develops, and implements the operation of the State’s primary accounting and financial reporting system. Develops, prepares and distributes and coordinates the policies and procedures related to the State’s accounting system’s security, access and operation. Develops and implements security role mapping and workflow modifications and enhancements to the state accounting system.

 

2.   Provides technical assistance and analytical support to Agency users of the accounting system utilizing the Accounting System Help Desk.

 

3.   Develops, coordinates, and conducts system wide training on security protocols and daily operational protocols for end users. Develops, implements and maintains system/processes procedures from an accounting standpoint for users.

 

4.   Assists in gathering information from online financial reports and documentation for internal and external auditors and other organizations.

 

5.   Continues training and education to enhance skills dealing with job knowledge. Maintains detailed knowledge of the system and keeps current with rule changes.

 

6.   Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with coursework in business or public administration.
  2. Requires one year responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.

 

Specialized Skills: Of the one year of administrative experience, requires one year of experience assisting in the administration of security within a computer system.  Requires extensive knowledge of documentation and training of business processes.  Requires extensive knowledge of comptroller rules and regulations.

Knowledge, Skills, and Abilities

  • Requires working knowledge of the principles of governmental accounting, program budgeting, personnel, statistics, and procurement.
