Position Overview

Under direction of the supervisor, Bureau of Revenue Management and Federal Reporting, Office of Fiscal Services, Department of Human Services (DHS), independently monitors and performs complex functions pertaining to the Bureau of Disability Determination Services (BDDS), in the Federal Grant Reporting Unit.  Organizes, plans, and evaluates reporting and reconciliation processes for the Federal Social Security Administration and the (Women, Infants and Children (WIC) programs.  Monitors monthly obligations, expenditures and receipts for the Social Security Administration and WIC grants.  Assists in the budgetary activities for BDDS.  Assists in the preparation and report of various Federal grants for the department.  Reviews and implements required statutory changes to the Federal Social Security and WIC programs.  Supervises staff engaged in complex accounting functions.  Serves as liaison to BDDS and WIC.

Job Responsibilities

15%   1.  Controls, prepares, reviews, and evaluates required Federal reports, utilizing Microsoft Excel and Crystal Reporting, for the Federal Social Security Administration grant in the Federal Grant Reporting Unit of the Office of Fiscal Services. Monitors all related fiscal reporting data to provide system accountability and to document federal reporting.

 

15%   2.  Serves as a working supervisor.

 

15%   3.  Coordinates and researches program information to reconcile, analyze, and prepare required Federal Reports for the Women, Infants and Children (WIC) program. Monitors expenditures to ensure proper coding to the WIC grant.  Monitors and maintains all related fiscal reporting data to provide system accountability and to document federal reporting. 

 

15%   4.  Monitors the cash balance of the Social Security Administration and WIC grant and drawing federal funds down from the U.S. Department of Health and Human Services via the ASAP automated cash ordering system. Compiles with federal mandates for fiscal monitoring.

 

10%   5.  Monitors the maintenance and reconciliation of financial records for the Bureau of Disability Determination Services (BDDS) which has an annual budget of $62 million and a $1.2 million payroll. Monitors vouchers paid to ensure adherence to the program requirements and to ensure vouchers can be traced to the proper federal grant and the various categories within the grants.

 

10%   6.  Reviews, analyzes and prepares required reports and makes recommendations for changes to effectively and efficiently utilize the federal monies.

 

10%   7.  Performs liaison work as representative for the management for BDDS and WIC programs, with other key administrators and management personnel within the Office and the Department of Human Services.

 

  5%   8.  Assists with various grant management duties for grants other than the Social Security Administration grant and the WIC grants.

 

  5%   9.  Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with coursework in business or public administration.  
  2. Requires one year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.

 

Specialized Skills: Of the one year experience, requires one year experience monitoring federal grants.  Requires extensive knowledge of rules and regulations pertaining to federal reporting of grants.  Requires working knowledge of Excel and Crystal Reporting.
