Position Overview
The Division of Early Childhood (DEC) is seeking to hire a dynamic, organized, and detailed-oriented position to review, reconcile, and enter voucher information into the IDHS Systems, Application, and Project (SAP) system for assigned Program(s) within the Division of Early Childhood (DEC). DEC is one of six divisions within the Illinois Department of Human Services (IDHS). DEC serves to strengthen and centralize Child Care, Early Intervention, Home Visiting, and Migrant and Seasonal Head Start within IDHS. The DEC vision is for Illinois’ pregnant persons, young children, and families to have the supports they need to achieve their full potential. The DEC mission is to enhance equitable access to Child Care, Home Visiting, and Early Intervention programs and services that support whole child development. Job Responsibilities
- Reviews, reconciles, and enters voucher information into the IDHS Systems, Application, and Project (SAP) system for assigned Program(s) within the Division of Early Childhood (DEC).
- Performs extensive reviews of current fiscal year administrative voucher obligation expenditures and related documentation reports to determine if grantees/vendors are reporting expenditures timely and accurately and to determine whether funding amount(s) of documentation aligns with money advanced.
- Performs extensive review and approval of reconciliation statements associated with administrative vouchers to adjust entries that adhere to department and Grants Accountability and Transparency Act (GATA) mandated processes and requirements.
- Collaborates with other internal entities to respond to various administrative voucher inquiries and questions.
- Establishes and maintains open lines of communication (orally and in writing) and collaborative working relationships with others to assist in aligning DEC program operations with accurate and timely payment processes.
- Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration.
- Requires one (1) year of responsible administrative experience in a public or business organization,
OR
completion of an agency approved professional management training program.
Preferred Qualifications
- Two (2) years of professional experience working with a payment system for a public or private organization, including preparing and processing payment vouchers.
- Two (2) years of professional experience analyzing payment information for accuracy and validity of data for a public or private organization.
- Two (2) years of professional experience communicating in oral and written form with internal and external stakeholders relative to payment processing, policies, and procedures for a public or private organization.
- Two (2) year of professional experience analyzing administrative problems and adopting an effective course of action.
- One (1) year of professional experience utilizing principles and practices of public and business administration.
- One (1) year of professional experience thinking independently with strong organizational, interpersonal, problem solving, leadership, and attention to detail skills.
