The Bureau of Marketing, Promotions and Grants is seeking candidates for an Executive 1 - Resilient Food Systems and Infrastructure Grant Administrator.  This position functions as the manager of the Resilient Food Systems and Infrastructure (RFSI) Grant. Reviews applications, coordinates judges, sends notice of awards, processes grant payments, collects and generates required reports, ensures grant criteria are met, and produces public communications pertaining to the RFSI grant. The position works closely with the USDA Agricultural Marketing Service to ensure Illinois agriculture organizations take advantage of available funding.  We welcome interested applicants to apply.

 

 

 

 

Essential Functions

1. Manages and coordinates the Bureau’s catalog of grant opportunities, project timelines and deliverables.

2. Performs highly responsible functions in planning, developing and implementing Bureau policies, programs and procedures for the Bureau’s Grant Management System.

3. Conducts extensive research for program plans and goals pertaining to the administration of the Grants Management System.

4. Provides guidance, oversight and training to Bureau, applicants and grant recipients for the entire lifecycle of the grant.

5.  As a project leader, conducts and coordinates a variety of specialized technical assistance and monitoring services in both program and fiscal aspects of grants.

6. Search for, research requirements for, and apply for available grants that allow an increase in market readiness, expansion or promotion of Illinois agriculture organizations or products.

7. Prepares complex reports, evaluations and correspondence for local, state and federal officials relating to the department's administration of the Bureau’s grant programs.

8. Performs other duties as required or assigned which are reasonable within the scope of duties listed above.

Specialized Skills

 

1. Requires one year of experience in grant management within a public or business organization, including working knowledge of fiscal and administrative grant management protocols and grant management software systems.

2. Requires elementary knowledge of U.S. Department of Agriculture (USDA) Grant Administration practices, or other agriculture marketing related grants.

 

Minimum Qualifications

1. Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with coursework in business or public administration.

2. Requires one year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training programs.

Preferred Qualifications

1. Prefers extensive knowledge of the principles and practices of public and business administration.

2. Prefers working knowledge of the principles of governmental accounting, program budgeting, personnel, statistics and procurement.

3. Prefers experience with developing, implementing and managing a small agency program function.

4. Prefers experience with analyzing administrative problems and adopt an effective course of action.

5. Prefers experience with developing, installing and evaluating new and revised methods, procedures and performance standards.

6. Prefers experience with exercising judgment and discretion in developing, implementing and interpreting departmental policies and procedures.

7. Prefers experience with estimating and budget for future needs and cost of personnel, space, equipment, supplies and services.
