Job Responsibilities

Under direction, performs complex, specialized functions relating to the strategic sourcing program for Enterprise Application Services.  Organizes, plans, executes, controls and evaluates the strategic sourcing program functions and operations. Organizes, plans, executes and evaluates complex and technical licenses, contracts, procurements and/or renewals on behalf of Enterprise Application Services. Provides technical assistance and support to management and personnel in the preparation, methods and procedures needed for initiating the procurement of software and/or services used for implementing large, complex applications using on-premise infrastructure and cloud platforms. Conducts market research, creates estimates and forecasts, and identifies cost reduction strategies. Provides guidance and problem resolution on contract management issues.  Works with DoIT agency procurement and legal staff to obtain necessary approvals and assists with preparation of contract compliance procurement and legal documentation. As the technical SME, gathers and provides technical information used in Requests For Information, Invitation For Bids, Requests For Proposals, and Contract purchases. Participates in new project implementations for innovative transformation, business continuity, and continuous operations. Continues education by attending meetings, training sessions, seminars and conferences to increase familiarity with and maintain current on information technology products, vendors, techniques and procedures applicable to unit activities

Knowledge, Skills, and Abilities

Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with coursework in business, public administration or computer science. Requires one year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program. Prefers one year of experience in a related Information Services field with experience in vendor and contract management. Prefers one year working experience using licensing, procurement and contract management software tools, and Business Intelligence software solutions (i.e. PowerBI, Tableau). Prefers extensive knowledge of the principles and practices for the procurement of software and/or software delivery services. Requires the ability to develop and manage a small agency function program. Requires ability to analyze administrative problems and adopt an effective course of action.  Requires ability to develop, install and evaluate new and revised methods, procedures and performance standards.  Requires ability to exercise judgment and discretion in developing, implementing and interpreting departmental policies and procedures.  Requires the ability to develop and maintain cooperative working relationships.  Requires ability to utilize agency issued equipment and resources. Requires the ability to travel.

 

Specialized Skills: Requires one year of experience as outlined above in the following: Implementing large, complex applications; Cloud platforms; Software evaluation principles and best practices; Software engineering principles; Ability to explain highly analytical and technical concepts; Productivity software solutions (i.e. Office 365, Word, Excel, Teams, Visio, PowerPoint).
