Job Overview
The Illinois Environmental Project Agency (EPA), Associate Director’s Office, Office of Energy is seeking to hire an Executive II as the Lead Energy Grants Liaison with experience in federal grants, cooperative agreements, and energy policy who thrives in program management and administration. The ideal candidate will bring proven skills in grant execution, performance monitoring, and federal reporting, along with a solid foundation in governmental accounting, budgeting, and procurement. Strong analytical abilities, proficiency in Microsoft Office, and a track record of building effective partnerships will ensure success in advancing our energy efficiency and renewable energy initiatives.

Essential Functions
- Serves as Lead Energy Program Grant Liaison for the Associate Director’s Office, Office of Energy, Illinois Environmental Protection Agency (IEPA):
- Serves as liaison with organizations and federal, state and local agencies that may be able to supply funds, training and technical assistance to facilitate energy programs:
- Collaborates with the Office of Energy Manager, Associate Director, and Finance Unit Manager in designing and implementing energy programs:
- Coordinates with Fiscal and tracks energy program activities:
- Serves as the Energy Program Grants working supervisor:
- Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental developmental equivalent to completion of four years of college, preferably with coursework in business or public administration.
- Requires two years of responsible administrative experience in a public or business organization.
Specialized Skills (Used for certain BU Employees only)
- Requires two (2) year of experience in executing federal grants or cooperative agreements, including work plan and budget development and regular contact with grantees.
- Requires two (2) year of experience in grant performance monitoring, tracking cost match, and working in federal reporting databases.
- Requires two (2) years of experience in energy policy and programs, such as energy efficiency or renewable generation.
Preferred Qualifications (In Order of Significance)
- Prefers at least two (2) year of experience in executing federal grants or cooperative agreements, including work plan and budget development and regular contact with grantees.
- Prefers at least two (2) year of experience in grant performance monitoring, tracking cost match, and working in federal reporting databases.
- Prefers at least two (2) years of experience in energy policy and programs, such as energy efficiency or renewable generation.
- Prefers at least two (2) years of experience practicing the principles of governmental accounting, program budgeting, personnel, statistics, and procurement.
- Prefers at least two (2) years of experience exercising the principles and practices of public and business administration.
- Prefers ability to estimate and budget for future needs and cost of personnel, space, equipment, supplies, and services.
- Prefers ability to utilize a personal computer with knowledge of Microsoft Word, Excel, and Access software.
- Prefers ability to analyze administrative problems and adopt an effective course of action.
- Prefers ability to develop and maintain cooperative working relationships.

- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
