Position Overview
The Illinois Environmental Protection Agency (EPA) is seeking to hire a highly qualified individual to serve as an Executive II working supervisor, under general direction of the Chief Accountability Officer. The individual will perform duties related to all facets of the Grants and the Grant Accountability and Transparency Act (GATA) and its programs. The ideal candidate for this position will be organized, detailed and possess the ability to adapt to change in a collaborative, fast paced environment. The ideal candidate will also need to be able to communicate effectively verbally, electronically and in writing with both internal and external stakeholders.

Essential Functions
- Serves as a Statewide Agency Grant Accountability and Transparency Act (GATA) Program Supervisor, directing the performance of highly complex technical functions for the Illinois Environmental Protection Agency (IEPA);
- Serves as GATA Program working supervisor
- Coordinates, develops and implements policy and procedures for the Agency GATA programs and CAO.
- Serves as GATA Program Liaison with internal and external stakeholders
- Coordinates inquiries from Agency staff, CAO, Grantees and private vendors
- Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with courses in business, public administration, and accounting or a related field.
- Requires two years of responsible administrative experience in a public or business organization.
Specialized Skills
- Of the two (2) years of required experience; requires two (2) years of experience in preparing GATA related grant agreements, and GATA documentation, GATA registration process, Internal Control Questionnaires and the audit review process.
Preferred Qualifications
- Prefers at least two (2) years of experience in preparing GATA related grant agreements, and GATA documentation, GATA registration process, Internal Control Questionnaires and the audit review process.
- Prefers at least four (4) years of experience in the principles of governmental accounting, program budgeting, personnel, statistics, and procurement and an understanding of Grant Accountability and Transparency (GATA) and related administrative grant rules including grant making procedures.
- Prefers at least four (4) years of experience in grant management activities in a public or private business organization.
- Prefers at least four (4) years of experience in communicating with stakeholders both orally and in writing.
- Prefers ability to develop, install and evaluate new and revised methods, procedures and performance standards
- Prefers ability to exercise judgment and discretion in developing, implementing and interpreting departmental policies and procedures.
- Prefers the ability to supervise while developing and maintaining cooperative working relationships.

- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
