The Illinois Environmental Protection Agency’s Procurement and Contract Monitoring unit is seeking to hire an Executive II. This individual will control the daily operations of procurements and contracting of supplies and services statewide primarily for the Bureau of Land, Fiscal, Administration, and Human Resources. Essential Functions
- Organizes, plans, executes, and controls the daily operations of procurements and contracting of supplies and services statewide primarily for the Bureau of Land, Fiscal, Administration and Human Resources;
- Establishes procedures for monitoring, reporting, review and analyzation of procurement requests;
- Coordinates, develops and implements procurement policy for the Agency purchasing Officer (APO);
- Develops and maintains critical liaison relationships and communications with Agency staff, APO and staff, Chief Procurement Officer, Central Management Services and Procurement Authority;
- Coordinates inquiries from Agency staff, APO, and private vendors;
- Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in business, public administration, and accounting or a related field.
- Requires two years of responsible administrative experience in a public or business organization.
Specialized Skills
- Requires two years’ experience with the Illinois Procurement Code, BidBuy and JCAR Administrative Rules.
- Requires two years' experience with CMS policies and procedures and external requirements including State Statutes,
CMS, Treasurer, Comptroller, and Chief. Procurement Office of General Services;
- Requires two years' of experience purchasing, business management, contracts, risk assessment.
- Requires two years' of experience developing and managing competitive solicitations in accordance with the procurement code and the resulting contracts.
Preferred Qualifications
- Prefers at least two (2) years of experience working with the Illinois Procurement Code and administrative rules.
- Prefers at least two (2) years of experience in negotiating contracts with vendors in a public or private organization.
- Prefers at least two (2) years of experience utilizing procurement systems such as BidBuy, SAP, ERP, and a procurement Gateway, etc. in a public or private organization.
- Prefers at least two (2) years of experience working with a Business Enterprise Program (BEP).
- Prefers at least two (2) years of experience working in the procurement field in a public or private organization.
- Prefers at least two (2) years of experience developing sourcing strategies, identifying needs, developing specifications, soliciting bids, selecting vendors, administering, or requisitioning goods and services.
- Prefers ability to develop and manage a supportive agency program.
- Prefers ability to develop, install and evaluate new and revised methods, procedures, and performance standards.
- Prefers ability to exercise judgment and discretion in developing, implementing, and interpreting departmental policies and procedures.
- Prefers working knowledge of the principles of governmental accounting, program budgeting, personnel, statistics, and procurement.
- Prefers ability to analyze administrative problems and adopt an effective course of action.
- Prefers extensive knowledge of the principles and practices of public and business administration.

- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
