Job Detail

The Department of Healthcare and Family Services’ Bureau of Budget and Cash Management is seeking to hire a very detail-oriented Executive II as a function administrator to plan, organize, direct and evaluate activities of the Agency's Personnel Services Budgeting Program for the Bureau of Budget and Cash Management. The person will review and approve programmatic and fiscal responses to inquiries from the legislature and various special interest groups relating to the Agency's Personnel Services Budgeting Program; generate decision making packages which include the analytical results, viable alternative courses of action, impact of each alternative and the ways and means for implementing alternatives; develop working relationships in liaison activities with other divisions and bureaus in state government and with outside organizations and providers; and serve as working supervisor. This position requires two years’ experience in financial management, such as budgeting or accounting, the ability to utilize database and query programs such as, but not limited to, ACCESS and/or report generation software such as Business Objects of SQL and BiQuery, and experience in preparing complex financial spreadsheets in software applications such as, but not limited to, Excel. The ideal candidate will demonstrate the ability to analyze large amounts of data, create complex reports and spreadsheets, analyze program and policy changes for fiscal impacts, and have good communication skills. The ideal candidate will also exhibit the ability to prioritize tasks to ensure timely work completion and attain set goals while demonstrating independent initiative.

Job Responsibilities

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with course work in business, public administration, accounting, finance, economics, statistics, and mathematics

Knowledge, Skills and Abilities

  • Requires working knowledge of the principles of governmental accounting, program budgeting and statistics

Specialized Skills

  • Of the required experience, requires two years experience in financial management, such as budgeting or accounting
  • Requires ability to utilize database and query programs such as, but not limited to, ACCESS and/or report generation software such as Business Objects of SQL and BiQuery 
  • Requires experience in preparing complex financial spreadsheets in software applications such as, but not limited to, Excel
