Job Responsibilities

30%  1.  Organizes, directs,evaluates and reviews, through subordinate staff, the payment of prizes to lottery winners by manually editing, processing and vouchering claims.

  • Administers procedural policies and monitors check writing centers throughout the state to ensure compliance with operational procedures.
  • Initiates action for tickets not meeting validation requirements.
  • Ensures security of check writing stock.

 

20%  2.  Serves as a working supervisor.

  • Assigns and reviews work.
  • Provides guidance and training to assigned staff.
  • Counsels staff regarding work performance.
  • Reassigns staff to meet day-to-day operational needs.
  • Establishes annual goals and objectives.
  • Approves time off.
  • Prepares and signs performance evaluations.

 

15%  3.  Directs, evaluates and plans, through subordinate staff, submission of W-2's for winner issued checks through state-wide check writing centers.

  • Maintains record controls.
  • Compiles and prepares statistical information.
  • Provides information to and assists Lottery participants.
  • Prepares related documentation of items necessary for preliminary, special and promotional drawings.
  • Responsible for notification of qualifiers/winners and Lottery offices of drawing results.

 

10%  4.  Under management supervision, directs, evaluates and develops standard responses for general information requests.

  • Receives and answers correspondence with the general public requesting specific procedural and processing methods for drawings and games.
  • Prepares responses and provides background data for managment as requested.
  • Prepares and submits special reports.

10%  5.  Organizes, directs, evaluates and coordinates the maintenance and updating of existing file information for lottery winners paid annually.

  • Prepares and vouchers guaranteed annual payments, yearly or quarterly, resulting from state-generated federal securities.
  • Reviews files for changes due to address changes, divorce, deaths and/or garnishments.
  • Confers with managment regarding special payments and programs for millionaire cash buyouts and one-time payments.

 

05%  6.  Organizes, directs, evaluates, establishes and implements validation operation policies and procedures.

  • Implements approved compliance recommendations.
  • Ensures the enforcement of and adherence to security regulations and controls.
  • Develops special handling recommendations for management approval.
  • Initiates the referral of irregularities and improprieties requiring investigative action through proper channels.

 

05%  7.  Prepares, analyzes and evaluates production, accountability and statistical reports.

  • Develops and initiates operational methods and techniques to increase efficiency and effectiveness of operations.

 

05%  8.  Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Knowledge, Skills, and Abilities

  • Requires two years administrative experience in a public or business organization.
  • Requires extensive knowledge of the principles and practices of public and business administration.
  • Requires working knowledge of the functions of state government and of the charter or relationships between the executive branch with other branches, and between the State and higher and lower levels of government.
  • Requires working knowledge of the principles of governmental accounting, program budgeting, personnel, statistics and procurement.
  • Requires the ability to develop and manage a Lottery Check Writing program.
  • Requires the ability to analyze administrative problems and adopt an effective course of action.
  • Requires the ability to exercise judgment and discretion in developing, implementing and interpreting Lottery policies and procedures.
  • Requires the ability to estimate and budget for future needs and cost of personnel, space, equipment, supplies and services.
  • Requires ability to use PC related software programs, including but not limited to Microsoft Office Suite.
  • Requires the ability to develop and maintain cooperative working relationships.

Specialized Skills:

  • Of two years of experience, requires two years of financial experience or knowledge of State of Illinois reporting requirements, as well as the State Finance Act and Comptroller Rules.
  • Requires extensive knowledge of departmental policies, procedures and processes, as they relate to check writing activities and centers.
  • Requires experience with management of staff.
  • Requires extensive working experience in Excel, with knowledge and skills to maintain reports and spreadsheets.

Employment Conditions

  • Must be able to pass a criminal background investigation.
  • Must be able to travel.

Education

  • Requires knowledge, skill and mental development equivalent to completion of four years of college preferably with courses in business or public administration.
