About the Position

The Illinois State Police is seeking an organized, professional, and energetic individual to fill an Executive II position in our Division of forensic Services.  This position will organize, direct, monitor, and evaluate all fiscal operations within the Division.  The position oversees all aspects of the federal forensic science grant program, and serves as liaison with the Office of Finance, each cost center's accounting staff at the forensic science laboratories statewide, and utilizes the agency's automated accounting system.  This position serves as a working supervisor. The ideal candidate will have experience with fiscal functions, procurement, equipment management, and property control.  BidBuy experience is a plus. Job Responsibilities

30%  1.  Organizes, directs, monitors, and evaluates all fiscal operations within the Division. 

  • Monitors all documents for fiscal compliance with all department, comptroller, and executive orders within the Division.
  • Ensures cost effectiveness and purchasing compliance for all scientific equipment, commodities, and repair and maintenance expenditures.
  • Monitors and assesses cost effectiveness of Division operations.
  • Prepares formal reports, including preparation of the statewide fiscal year budget requests, and makes recommendations to the Crime Scene Services Command (CSSC) and Forensic Sciences Command (FSC) Commanders regarding resource allocations, impacts, and results.
  • Responsible for Court of Claims processing for invoices not paid within the constraints of the fiscal year.
  • Coordinates the completion of the Departmental Response for cases processed through the Illinois Attorney General's Office.
  • Assists in reporting.
  • Coordinates the Agency's corporate credit card program and problem resolution including billing errors, and late payments, with cost center and companies.

 

15%  2.  Directs, monitors, organizes, and reports on all aspects of the statewide administration of the federal forensic science grant program.

  • Prepares grant budget narratives and related documents describing forensic science program goals and objectives.
  • Provides direction to CSSC and FSC staff in the preparation of procurement documents for scientific equipment and commodities using grant funds.
  • Reviews and approves procurement documents for equipment and commodities purchases ensuring compliance with grant budgets.
  • Completes quarterly grant progress and close out reports.
  • Monitors new grant solicitations and evaluates their applicability and suitability to forensic science goals and objectives.

 

15%  3.  Prepares material for status reports and fiscal bulletins.

  • Provides justification of resource needs for various cost centers.
  • Develops procedures to promote efficiency and coordination for payment controls.
  • Performs research, gathers data, and prepares various reports and documents for supervisor and other management personnel.
  • Coordinates accounts payable control, reporting, and department travel control activities.
  • Prepares a variety of financial reports for management purposes, budgeting, and statutory reporting requirements.
  • Coordinates with vendors and cost centers in problem resolution and response to inquiries.

4.  Serves as working supervisor.

  • Assigns and reviews work.
  • Provides guidance and training to assigned staff.
  • Counsels staff regarding work performance.
  • Reassigns staff to meet day-to-day operating needs.
  • Establishes annual goals and objectives.
  • Approves time off.
  • Prepares and signs performance evaluations.
  • Provides training and technical accounting assistance to staff.
  • Prepares training material.
  • Responds to technical inquiries, providing direction and guidance.
  • Informs supervisor of any issues with work flow and provides recommendations for improvements.

 

10%  5.  As the Property Manager for OFS, ensures the accountability for all property control within the Division of Forensic Services. 

  • Directs and initiates periodic reviews of laboratory scientific and support equipment.
  • Implements policy and procedures regarding the receipt of equipment within the laboratories.
  • Coordinates all property control reconciliation processes within the CSSC and FSC.
  • Advises Colonel, CSSC and FSC Commanders of any questionable reconciliation results.

 

10%  6.  Serves as liaison between the Office of Finance, each cost center's accounting staff, and the Agency's automated accounting system in requesting additional funds for encumbrances and error resolution and for projection of budget deficiencies and surpluses.

  • Reconciles encumbrances reports with agency accounting system reports to assure transactions have been properly posted to the system and assists and advises cost center's staff with error resolution.

 

5% 7.  Performs other duties as assigned or required.

Minimum Qualifications

Knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.

Prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization.
