The Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) is a team of dedicated public servants who are committed to better preparing the State of Illinois for natural, manmade, or technological disasters, hazards, or acts of terrorism. IEMA-OHS coordinates the State's disaster mitigation, preparedness, response and recovery programs and activities, functions as the State Emergency Response Commission, and maintains a 24-hour Communication Center and State Emergency Operations Center (SEOC). The SEOC acts as lead in crisis/consequence management response and operations to notify, activate, deploy and employ state resources in response to any threat or act of terrorism. IEMA-OHS assists local governments with multi-hazard emergency operations plans and maintains the Illinois Emergency Operations Plan. IEMA-OHS is also responsible for protecting Illinois residents from the potentially harmful effects of ionizing radiation, administering more than two dozen programs to protect citizens and the environment. Programs include extensive emergency planning and response efforts and training for local responders for accidents involving radiation; inspecting and regulating radioactive materials licensees; registering and inspecting radiation producing equipment and facilities statewide; accrediting medical radiation technologists; and certifying mammography facilities. IEMA-OHS also monitors 11 nuclear power reactors at six nuclear stations licensed to generate electricity in Illinois and inspects and escorts spent nuclear fuel shipments.
Position Statement: This Executive II position serves as one of the agency’s primary procurement positions when the SEOC is activated. This position is tasked with performing a variety of procurements from small to large and will serve an essential function for procurements during a State Declared Disaster as a procurement liaison. The ideal candidate for this position will be able to function under pressure in a variety of disasters and exercises for natural and man-made disasters, including floods, tornadoes, and pandemics. The incumbent will be required to use their procurement knowledge to quickly locate vendors in a variety of areas, solicit those contracts, and ensure all procurements and contracts are in compliance with State and Federal FEMA standards. Essential Functions
- Under general supervision, serves as a Procurement Specialist for the Illinois Emergency Management Agency and Office of Homeland Security.
- Reviews procurements and contracts to assure compliance with applicable State and Federal laws/regulations, Administrative Rules (JCAR), CPO Directives and Notices, as well as Agency policies and guidelines in the development of specifications, evaluation of criteria, issue of formal solicitations, awards, contracting and documentation/reporting.
- Serves as a procurement liaison for the State Emergency Operations Center (SEOC) during disaster response and recovery operations and conducts Disaster Procurements as directed.
- Audits and verifies contractual obligations for completeness and accuracy.
- Develops and maintains critical liaison relationships and communications with Agency staff, APO and staff, Chief Procurement Officer, Central Management Services and Procurement Authority.
- Coordinates inquiries from Agency staff, Agency Procurement Officer (APO), and private vendors.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Specialized Skills
- Requires two (2) years of governmental procurement experience for a state or federal agency.
- Requires one (1) year of experience with procurement application and processing of small business set-aside procurements, as well as goals with Veteran Owned and/or Disadvantaged vendors and the Business Enterprise Program (BEP) for businesses owned by minorities, women, and persons with disabilities.
- Requires two (2) years of professional experience developing and managing competitive solicitations from inception through written contract including amendments and/or addendums during the term of the agreement in accordance with laws and policy, creating evaluation tools, and negotiating contracts.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
- Requires two (2) years of responsible administrative experience in a public or business organization.
Preferred Qualifications
- Two (2) years of professional experience developing and managing competitive solicitations from inception through written contract including amendments and/or addendums during the term of the agreement in accordance with laws and policy, creating evaluation tools, and negotiating contracts.
- Two (2) years of governmental procurement experience for a state or federal agency.
- Two (2) years of experience working with purchasing systems, statutes, rules, procurement systems, policies, and procedures relating to procurement.
- Two (2) years of professional experience working in Microsoft Office Word and Excel.
- One (1) year of experience in governmental accounting.
- One (1) year of experience with procurement application and processing of small business set-aside procurements, as well as goals with Veteran Owned and/or Disadvantaged vendors and the Business Enterprise Program (BEP) for businesses owned by minorities, women, and persons with disabilities.
- Current certification as a Certified Professional Public Buyer (CPPB) and/or a Certified Public Procurement Officer (CPPO) or the approval from the Universal Public Procurement Certification Council to be Exam Qualified to be eligible to take the exam, or actively working towards eligibility.

- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
- Requires the ability to work in a 24/7/365 on-call status as required.
- Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
