About the Position

The Illinois Law Enforcement Training & Standards Board invites qualified applicants to apply for the position of Lead Accountant in the Springfield office.  This position, under general direction, prepares various complex accounting statements and reports; prepares financial statements and other documents for the GAAP process and for the annual budget process and submits the annual budget to GOMB; monitors and controls the Board’s appropriation and expenditures for compliance with the allocated expenditure level and prepares monthly reports for the Chief Fiscal Officer; monitors receipts for various Funds; monitors grant and training level projections related to budgetary requirements; serves as liaison with Board members, training academies, grantees and auditors of grantees with regard to administrative, audit, budgetary and financial matters; serves as liaison with external entities, i.e., State agencies, the Legislative Branch, units of local government other states and the federal government; responding to inquiries with regard to Board specific and general administrative matters.  The ideal candidate for this position will have the ability to work in a fast-paced environment, be highly organized, and be capable of multi-tasking to keep up with the demands of a busy and growing agency. Job Responsibilities

1.) As the agency’s Lead Accountant, prepares complex accounting statements and reports, examines, reconciles, and analyzes complex statements and reports associated with fiscal and accounting functions. 

  •  Prepares Board financial statements as part of the Illinois Office of the Comptroller GAAP process.
  •  Develops and prepares all documents, forms and information required as part of the annual budget process.
  •  Develops, prepares and submits the agency annual budget to GOMB, with particular emphasis on Board specific matters, grants, and training level projections related to budgetary requirements of the Illinois Police Training Act.
  •  Responds to requests for information and documentation relative to department operation as part of the agency’s compliance audits.

2.) Monitors and controls the Board’s appropriation and expenditures for compliance with the allocated expenditure level.

  •  Develops and prepares monthly reports for the Chief Fiscal Officer to provide an evaluation of the Agency’s financial situation.
  •  Monitors receipts into the Board's funding source, i.e., the Traffic and Criminal Conviction Surcharge Fund, keeping the Chief Fiscal Officer informed of the Board's funding level.

3.) Monitors grant and training level projections related to budgetary requirements.

  • Tracks receipts into the Traffic and Criminal Conviction Surcharge Fund made by county circuit
    clerks through the State Treasurer.
  • Makes oral and detailed written reports to Board members at quarterly meetings, keeps the Chief Fiscal Officer informed of budget levels, restraints and requirements.
  • Advises course of action related to budget matters and budgetary issues of concern.

4.) Serves as a working supervisor.

  • Assigns and reviews work.
  • Provides guidance and training to assigned staff.
  • Counsels staff regarding work performance.
  • Reassigns staff to meet day-to-day operating needs.
  • Establishes annual goals and objectives.
  • Approves time off.
  • Prepares and signs performance evaluations.

5.) Serves as liaison with Board members, training academies, grantees and auditors of grantees with regard to administrative, audit, budgetary and financial matters.

  • Develops correspondence to respond to written and telephone inquiries.
  • Provides up to date figures, spreadsheets, uses Excel and other accounting format programs.

6.) Serves as liaison with external entities, i.e., State agencies, the Legislative Branch, units of local government, other states and the federal government.

  • Responds to inquiries with regard to Board specific and general administrative matters.
  • Interprets applicable policies, rules, and regulations to explain to such entities the Board's statutorily mandated funding priorities.
  • Responds to how the Board is funded via the Traffic and Criminal Conviction Surcharge Fund and how the fines are assessed.
  • Responds to what extent the Board is mandated to reimburse local units of government for training, and how such figures are derived.

7.) Completes assigned special projects specifically related to Board operations and functions that fall within the realm of fiscal management.

8.) Manages procurement for the Board.

  • Monitors and signs agency vouchers, oversees Capital Assets and inventory, maintains accurate records and prepares reports.
  • Oversees Business Enterprise Program plan, preparing and submitting reports.

9.) Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

1.) Knowledge, skill and mental development equivalent to the completion of four (4) years of college, preferably with courses in business or public administration.

2.) Two (2) years of responsible administrative experience in a public or business organization.

Preferred Qualifications

  • Prefers proficiency in Microsoft Word, Outlook, PowerPoint, Excel & Internet applications.
  • Prefers two (2) years of practical experience with and knowledge of the functions of state government and of the character of relationships between the executive branch with the other branches, and between the State and higher and lower levels of government.  
  • Prefers two (2) years of practical experience with and knowledge of the principles of governmental accounting, program budgeting, personnel, statistics, and procurement.  
  • Prefers ability to develop various fiscal reports.
