Position Overview

Under direction, performs administrative secretarial work for the Division of Resource Management; assists in the effective administration of the Division and performs administrative secretarial duties functioning independently within the framework of organizational policies and exercising initiative and independent judgement on the promulgation and interpretation of the Office Director's policies and programs; recommends new and revised policies and procedures; initiates and coordinates staff operations required in the implementation of administrative policies and complex support functions. 

Job Responsibilities

  1. As secretary to the Division Manager, composes replies to routine correspondence, assures correctness of grammar and spelling; types letters, memoranda and status reports; signs Manager's name as authorized; maintains the Manager's appointment calendar, arranges meetings, greets visitors, answers the telephone for the Division Manager, takes messages and makes necessary reservations and travel arrangements for the Division Manager; establishes and revises formats for letters and reports.  Maintains Division Manager's digital library.
  2. Prepares documents necessary for hiring, firing and promotions of staff, and coordinates the scheduling of job applicant interviews for the Division; including confidential material such as performance evaluations and recommendations for promotion.
  3. Prepares invoice vouchers for purchases; prepares vouchers for contractual services; maintains an accounting of commodities, contractual and travel funds; orders office supplies.
  4. Develops working relations with OWR employees, and other Departmental and non-Departmental contacts; complies with all Departmental safety rules, practices and policies and helps to ensure safety compliance by other co-workers.
  5. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Knowledge, Skills, and Abilities

  1. Requires knowledge, skill and mental development equivalent to completion of two years of secretarial or business college and one year of secretarial experience or completion of high school and three years of secretarial experience.
  2. Requires the ability to type at 55 wpm.

Charged with preserving, protecting, and promoting Illinois’ natural resources, the Illinois Department of Natural Resources (IDNR) employees oversee water, wildlife, wetlands and oil wells, parks, historic sites – and everything in between. The Office of Water Resources (OWR) is the lead state agency for water resources planning, navigation, floodplain management, the National Flood Insurance Program, water supply, drought, and interstate organizations on water resources.  Interagency duties include the state water plan, drought response, flood emergency reports, and the comprehensive review of Illinois water use law.  OWR is responsible for construction in the shore waters of Lake Michigan, construction and operation of dams, construction in public bodies of water, and diversion of water from Lake Michigan, and withdrawal of water from three Federal lakes (Shelbyville, Carlyle, and Rend Lakes).  The primary capital activity of the office is in urban flood damage reduction. The office assists units of local government with urban flood damage reduction projects through planning, design, construction, and financial assistance. The urban program also features the acquisition of flood prone homes and businesses.
