Job Description:

 

The Department of Healthcare and Family Services, Division of Finance, Bureau of Budget and Cash Management is seeking to hire an Expenditure Processing and Reconciliation Unit Supervisor. This position approves, plans, directs, and evaluates the Child Support Enforcement (CSE) Expenditure Processing and Reconciliation Unit. The Unit supervisor also develops and initiates new reporting formats, confers with management and staff on contract and expenditure issues, reviews historical data and analyzes trends and project activities. The ideal candidate will demonstrate the ability to work with internal and external staff persons on complex changes to Department policies and exhibit the ability to prioritize tasks to ensure timely work completion while demonstrating independent initiative.

Job Description

  • Subject to management approval, serves as the Expenditure Processing and Reconciliation Unit Supervisor for the Department of Healthcare and Family Services, Division of Finance, Bureau of Budget and Cash Management by planning, directing, and evaluating the Unit
  • Serves as working supervisor
  • Develops and initiates new reporting formats
  • Confers with management and staff on contract and expenditure issues
  • Reviews historical data to analyze trends and project activities
  • Directs and evaluates the analysis of appropriated and non-appropriated expenditures
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in in the fields of fiscal management, accounting, budgeting, internal auditing, insurance and/or finance

Preferred Qualifications

  • Two (2) years of professional experience in expenditure processing
  • Two (2) years of experience developing and delivering training
  • One (1) year of experience using a financial system such as Systems Applications and Products (SAP)
  • Three (3) years of professional supervisory experience with management and leadership skills
  • Two (2) years of proficiency in Microsoft Access, Excel, Word, Adobe Acrobat or similar publishing software, and Internet research
  • Master's degree in finance, auditing, business administration, accounting, or budgeting

Specialized Skills

  • Two (2) years of professional experience in expenditure processing
  • Two (2) years of experience developing and delivering training
  • One (1) year of experience using a financial system such as Systems Applications and Products (SAP)

  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends
