ICC Overview
The ICC is made up of 2 main segments. The Bureau of Public Utilities and The Bureau of Transportation.
Public Utility Services
Through its Bureau of Public Utilities, the Commission oversees the provision of adequate, reliable, efficient and safe utility services at the least possible cost to Illinois citizens served by electric, natural gas, telecommunications, water and sewer public utility companies.
Transportation Services
Through its Bureau of Transportation, the Commission oversees public safety and consumer protection programs with regard to intrastate commercial motor carriers of general freight, household goods movers, relocation towers, safety towers, personal property warehouses and repossession agencies. The Commission’s Rail Safety Program also inspects and regulates the general safety of railroad tracks, facilities and equipment in the state.
Job Responsibilities
Under general direction, performs analysis of cost capital and other related financial issues; and provides expert witness testimony on cost of capital and other related financial issues in docketed cases before the Commission.
1.Reviews and evaluates cost of capital and other related financial information provided by utilities, develops data requests, identifies issues that need further review and performs independent financial analysis.
2.Prepares written testimony that sets forth opinions and positions on pertinent cost of capital and other related financial issues and presents independent financial analysis and proposed adjustments.
3.Presents expert witness testimony in rate cases and other docketed proceedings and participates in Commission hearings.
4.Assists in the preparation of briefs with respect to finance-related issues.
5.Develops cross-examination questions for staff counsel to ask company and intervenor cost of capital witnesses.
6.Performs research of cost of capital and related finance issues that affect public utilities.
7.Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.
Knowledge, Skills, and Abilities
Requires a master’s degree in finance, business administration, or closely related field. Must have completed one undergraduate level economics course and three graduate level financial courses, including at least one course on management of financial investments in security markets. Requires a minimum of two years of relevant regulatory or utility experience and superior oral and written English communication skills. Requires extensive knowledge of the personal computer and its programs and applications, including Microsoft Windows programs and applications. Prefers education and/or experience using statistical and analytical software, such as SAS, and computer programming generally. Must possess the ability to properly interpret financial statements. Must possess the ability to perform cost of capital analyses consistent with modern financial theory.
Education Degree
Requires a master’s degree in finance, business administration, or closely related field. Must have completed one undergraduate level economics course and three graduate level financial courses, including at least one course on management of financial investments in security markets. Requires a minimum of two years of relevant regulatory or utility experience and superior oral and written English communication skills. Requires extensive knowledge of the personal computer and its programs and applications, including Microsoft Windows programs and applications.
Work Hours: 8:30am - 5:00pm Monday - Friday
