ICC Overview

The ICC is made up of 2 main segments. The Bureau of Public Utilities and The Bureau of Transportation. 

Public Utility Services

Through its Bureau of Public Utilities, the Commission oversees the provision of adequate, reliable, efficient and safe utility services at the least possible cost to Illinois citizens served by electric, natural gas, telecommunications, water and sewer public utility companies.

Transportation Services

Through its Bureau of Transportation, the Commission oversees public safety and consumer protection programs with regard to intrastate commercial motor carriers of general freight, household goods movers, relocation towers, safety towers, personal property warehouses and repossession agencies. The Commission’s Rail Safety Program also inspects and regulates the general safety of railroad tracks, facilities and equipment in the state.

Job Responsibilities

Under direct supervision of the Assistant Director of Engineering conducts standard and comprehensive inspections of electric public utility facilities and records to verify compliance with National Electrical Safety Code (“NESC”) regulations and other relevant State of Illinois requirements and reviews vegetative management practices to ensure the safety and reliability of electric public utility systems within Region 3 (Southern Region).

 

1. Plans, schedules and conducts inspections of electric distribution system of electric public utilities to verify compliance with NESC requirements.  Identifies issues that need correction and/or further review and promptly and concisely communicates findings to the utility. Performs the necessary/appropriate analysis and follow-up inspections to verify compliance.  Maintains appropriate documents of inspection and resolution of identified issues.

2. Plans, schedules and conducts inspections to determine the effectiveness of electric public utility vegetative management practices in maintaining safe and reliable service.  Identifies issues that need further review and performs the necessary/appropriate analysis and follow-up inspections. Maintains appropriate documents of inspection and resolution of identified issues

3. Plans, schedules and conducts inspections of electric distribution system of electric public utilities to verify necessary/adequate system maintenance. Identifies issues that need further review and performs the necessary/appropriate analysis and follow-up inspections. Maintains appropriate documents of inspection and resolution of identified issues.

4. Plans, schedules and conducts inspections of electric distribution systems of electric public utilities involved in customer complaints or inquiries.  Maintains appropriate documents of inspection and resolution of identified issues.

5. Provide and defend expert witness testimony before the Commission to support findings made via inspections.

6. Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill and mental development equivalent to the completion of High School, preferably with completion of four years of college in a technical field. 
  2. Requires a minimum of 3 years of prior experience involved with the installation, inspection, and/or repair of overhead distribution systems, preferably with experience in overhead electric distribution systems or the experience in the interpretation of NESC rules that pertain to overhead and underground distribution systems.

Preferred Qualifications

  1. Prefers knowledge of the personal computer and its related software programs and applications.
  2. Prefers ability to review records and perform visual inspections and ability to distinguish colors. 
  3. Prefers ability to communicate detailed information in environments with significant amounts of background noise.   

Conditions of Employment

  1. Requires ability to communicate clearly in English both orally and in writing. 
  2. Requires candidate to establish and maintain residence in applicable region.
  3. Requires ability to walk, stand, or sit for extended periods of time during site inspections.
  4. Requires ability to bend or stoop repeatedly, ability to lift, carry, and operate light equipment (less than 20 pounds) for extended periods of time and while mobile.
  5. Requires possession and maintenance of a valid driver’s license.
  6. Requires extensive travel and overnight stays.
  7. Requires ability to perform assigned duties while subjected to various weather and environmental conditions.
  8. This position requires the applicant to pass a background check.
