The Illinois Department of Revenue (IDOR) seeks to hire a senior-level manager for the Electronic Commerce Division (ECD) of our Returns and Deposit Operations Bureau (RDOB). This position oversees the activities of ECD and, through subordinate supervisors, the individual in this position will manage approximately 6-15 Revenue Tax Specialists who work together to develop and improve the efficiency and processing of electronic returns, electronic deposits, and electronic payments for the Department. This person will serve as the Department's technical expert on the duties of the Electronic Filing Section, Electronic Payments Section, and the Cash Management Office. The ideal candidate has strong policy development and implementation skills along with oral/written communication skills and expertise with interpreting regulations, rules, and processes. Knowledge of tax rules, tax forms, and electronic filing computer systems as well as the ability to develop procedures, maintain effective working relationships with others, and supervise staff is desirable.

Essential Functions

  • Subject to management approval, oversees the activities of the Electronic Commerce Division (ECD).
  • Serves as a full line supervisor.
  • Serves on various boards, councils, and committees as a technical expert on electronic commerce issues.
  • Provides managerial direction, advice, and guidance to subordinates in resolving legal and procedural barriers, technical problems, and data processing issues.
  • Provides managerial direction, advice, and guidance to subordinates engaged in designing, developing, and implementing new electronic filing systems for receipt and processing of different tax types and tax documents.
  • Independently performs administrative functions related to the electronic filing and electronic funds transfer programs.
  • Provides managerial direction, advice, and guidance to subordinates engaged in supporting electronic funds production programs.
  • Provides managerial direction, advice, and guidance to subordinates engaged in providing customer service and supporting electronic filing participants.
  • Plans, assigns, supervises, and reviews the activities of staff engaged in testing internal controls for cash management projects.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to the completion of four years of college with coursework in business or public administration.
  • Requires prior experience equivalent to four years of progressively responsible administrative experience in a public or business organization.

Preferred Qualifications

  • Five (5) years of experience working with programs and service objectives, activities and operational systems.
  • Five (5) years of experience working with computer systems as related to electronic tax filing.
  • Five (5) years of experience working with State and Federal tax laws, rules and regulations.
  • Five (5) years of experience working with Illinois tax forms and documents utilized in the processing of Illinois tax returns.
  • Five (5) years of experience developing, installing, and evaluating new and revised methods, procedures and performance standards.
  • Seven (7) years of experience leading and supervising staff.

Conditions of Employment

  • Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
  • Overtime is a condition of employment, and you may be requested or required to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
  • Requires the ability to use and secure a state issued mobile device, e.g., cellular phone, laptop computer, tablet, etc.

Term Appointment:
Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Revenue’s discretion.
