Essential Functions

•    Subject to management approval, serves as the Electronic Commerce Section Manager for the Department of Innovation & Technology (DoIT) supporting the Illinois Department of Revenue (DoR) managing the development and maintenance of systems used in the Electronic Commerce Section.
•    Assists the Division Manager with short-term and long-range IT strategies and processes. 
•    Serves as full line supervisor.
•    Coordinates testing and implementation of systems modifications with internal and external agency users and ensures appropriate approvals are obtained. 
•    Directs technical program budget preparation for the Section; determines, analyzes, and provides Division Manager with justification of expenditure as well as information on feasibility, availability and pricing of technologies and services for the Section. 
•    Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

•    Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in management information systems, data processing, telecommunications or directly related Information Technology field.  
•    Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in management information systems, data processing, telecommunications in a public or business Information Technology organization. 
•    Requires three (3) years of professional experience supervising a team of Information Technology professionals in a large and highly complex public or private IT organization.  

Preferred Qualifications

•    Five (5) years of progressive IT management experience overseeing complex system development initiatives, strategic technology planning, and cross-functional team leadership in a large-scale public or private sector organization. 
•    Two (2) years of professional experience managing integrated or enterprise-wide information systems, including coordination of multiple subsystems and ensuring data integrity, performance optimization, and operational continuity.
•    Five (5) years of professional experience collaborating with business stakeholders to gather, analyze, and translate functional requirements into technical specifications that align with organizational goals and technology standards. 
•    Three (3) years of supervisory experience directing a team of five (5) or more IT professionals, including responsibility for performance management, workload prioritization, staff development and disciplinary actions.
•    Five (5) years of professional experience managing full lifecycle software development (SDLC) and change control processes, including establishing and enforcing standards for quality assurance documentation and release management.
•    Five (5) years of professional experience conducting project feasibility studies and cost-benefit analysis, preparing project proposals, and developing timelines and resource plans to support technology initiatives. 
•    Five (5) years of experience implementing and maintaining secure data file transmission protocols (e.g., SFTP) and ensuring compliance with information security and data privacy standards. 
•    Five (5) years of professional experience applying object-oriented programming principles and utilizing technologies such asVB.NET or C#, or comparable languages to support enterprise application development and maintenance. 
•    Extensive knowledge of managing vendor or contractual staff performance to ensure adherence to project requirements, deliverable timelines, and quality standards.
•    Bachelor’s Degree in computer science or a related field.

•    Requires ability to work overtime, serve on an on-call basis, and work outside of normal business hours to meet deadlines. 
•    Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45. Consequently, employees should be aware that in the event of receiving a non-State employment offer during state employment or within one year immediately following the termination of State employment, they are required to inform the Office of the Executive Inspector General (OEIG) for the Agencies of the Illinois Governor before accepting such non-State employment. Failure to notify the OEIG may result in the imposition of a fine.
•    Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.

Revolving Door:
Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. Term Appointment:
Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Innovation and Technology’s discretion.
