Position overview:

 

The Department of Healthcare and Family Services (HFS) is seeking to hire a dynamic, organized, detailed-oriented individual to serve as the Bureau Chief of the Bureau of Eligibility Policy.  This is a high-level management and advisory position with significant responsibility.  As Chief of the Bureau of Eligibility Policy you will work with a large team of colleagues in HFS and in other state agencies to improve the lives of Illinoisans by assuring that HFS programs provide health benefits coverage to eligible Illinoisans consistent with state and federal requirements. You will become part of a team committed to providing health benefits to maximize the health and well-being of our customers, with consistent and responsive customer service, and based on a foundation of equity for all customers. 

The ideal candidate must have experience interpreting Federal Medicaid and Children’s Health Insurance Program (CHIP) laws and regulations and experience interpreting State laws and administrative rules applicable to medical programs. Essential Functions

  • Subject to management approval, serves as the Bureau Chief of the Bureau of Eligibility Policy by planning, directing, and evaluating the operations and activities of bureau for the Division of Medical Eligibility
  • Serves as full line supervisor
  • Manages and monitors coordination of medical eligibility policy development and implementation with other relevant Healthcare and Family Services (HFS) and sister agency initiatives and programs
  • Reviews programmatic and operational functions to ensure compliance with state and federal guidelines
  • Confers with Department management, private and public organizations, state and federal government agencies, and other community partners that inform, support, and provide oversight of medical eligibility programs
  • Supports Department responses to inquiries from Advisory Committee members, legislators, the media, and interested public and private organizations
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization

Preferred Qualifications

  • Five (5) or more years of professional experience developing policies for determining eligibility for means tested government sponsored health benefits programs
  • Three (3) or more years of professional experience interpreting complex federal and state laws and regulations related to means tested government sponsored health benefits programs
  • Two (2) or more years of professional experience interacting with and communicating in verbal and written form with internal and external stakeholders
  • Two (2) years or more years of experience drafting position papers, decision memos, reports, etc
  • Five (5) or more years of experience managing a team of five (5) or more professional staff
  • A minimum of three (3) years of experience developing management techniques to motivate and engage staff
  • A minimum of one (1) year of experience working with large data sets
  • Two (2) or more years of experience working with Microsoft Excel to create and update spreadsheets
  • One (1) or more years of professional experience responding to inquiries from elected officials, their staff, media,advocates, and other stakeholders
  • One (1) of more years of professional experience meeting with and presenting to federal regulators and state or federal auditors

Conditions of Employment

  • Requires the completion of a background check and self-disclosure of criminal history
  • Requires the ability to utilize and maintain state issued equipment such as a laptop, cell phone, etc
  • Requires the ability to travel in the performance of duties, with overnight stays as appropriate

  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings
