Position overview:
The Department of Healthcare and Family Services, Division, Bureau Medical Eligibility and Special Programs (BMESP) is seeking to hire an eligibility policy writer to develop and maintain medical eligibility policies for Medicaid, CHIP, and related programs for operationalization in the Integrated Eligibility System (IES) and publication in OneNet.
The ideal candidate will have the ability to analyze and interpret state and federal legislation and administrative rules and develop well-written policy and worker action guides (procedures) for caseworkers evaluating benefit applications in IES. The ideal candidate will have the ability to collaborate in a fast-paced team-based environment with within and across organizations and demonstrate effective verbal and written communications skills when representing HFS.

Essential Functions
- Subject to management approval, serves as an Eligibility Policy Writer by planning and conducting on-going and in-depth reviews and analyses of proposed or existing State and Federal statutes and regulations to assess Medical Assistance Program modifications for implementation of the statute or regulation related to Modified Adjusted Gross Income (MAGI) programs and other medical programs, e.g., Aid for the Aged, Blind or Disabled (AABD), Family Health Plans (FHP), Affordable Care Act (ACA), and other medical programs
- Reviews proposed medical program initiatives and drafts policy materials, releases, and memoranda reflecting State and Federal law and regulations and the goals and objectives utilized by Department of Human Services (DHS) and Healthcare and Family Services (HFS) field staff to determine eligibility for medical assistance
- Provides consultation to other components of HFS concerning the consequences of their initiatives upon medical eligibility
- Monitors the operations of the Medical Assistance Program
- Confers with staff from the Division of Medical Programs, the Office of the General Counsel, and the Attorney General
- Assists in the development of studies pertaining to caseload and fiscal impact from revisions in HFS activities
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in the fields of health or human services
Specialized Skills
- Three (3) years of experience working in the Human Services Casework title
- Three (3) years of experience working with the State’s Integrated Eligibility System and Medicaid Management Information System
- Three (3) years of experience working with the Modified Adjusted Gross Income (MAGI) or non-MAGI eligibility programs
- Three (3) years of experience with technical writing, which may include training materials, manual updates, procedure manuals, etc.
Preferred Qualifications
- Minimum of three (3) years of experience working in a Human Service Casework title.
- Minimum of three (3) years of experience working with an Integrated Eligibility System and Medicaid Management Information System
- Minimum of three (3) years of experience working with the Modified Adjusted Gross Income (MAGI) or non-MAGI eligibility programs
- Minimum of three (3) years of experience with technical writing, which may include training materials, manual updates, procedure manuals, etc.
- Master’s degree in the social sciences with graduate course work in Policy Analysis, Decision Theory, and Statistics or equivalents.
- Minimum of four (4) years of professional experience in public assistance program analysis
- Minimum of three (3) years of experience working with the techniques of policy analysis
- Minimum of three (3) years of experience working with governmental programs and accountabilities in public assistance
Conditions of Employment
- Requires completion of a background check and self-disclosure of criminal history
- Requires the ability to travel in the performance of duties, with overnight stays as appropriate
- Requires the ability to utilize and maintain state issued equipment such as a laptop
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled or last-minute overtime. This requires the ability to work evenings and weekends.
