In this role, you will oversee the full-cycle recruitment process for high-demand technical and IT positions and leading and managing HRIS systems, data reporting, and compliance efforts. In this role, you will build partnerships with universities, hiring managers, and state agencies and develop inclusive talent acquisition and employee engagement programs. Additionally, you will design performance review processes, recognition programs, and career development paths and use data-driven strategies to reduce turnover and build a diverse, future-ready workforce. Essential Functions
• Under administrative direction, serves as the Employee Experience & Talent Strategy Manager for the Department of Innovation & Technology (DoIT), leading, and innovating the full spectrum of IT recruitment and talent engagement, driving strategic hiring initiatives, partnerships, and outreach efforts to attract, support, and retain a diverse and high-performing workforce.
• Leads the design and execution of a comprehensive performance management strategy that aligns individual and team goals with organizational objectives, fosters a culture of continuous feedback and high performance, and equips managers with the tools and support needed to drive employee growth, engagement, and accountability.
• Leads the development and execution of comprehensive employee engagement strategies including stay interviews, recognition programs, and feedback initiatives to foster an inclusive, high-morale workplace culture, drive organizational commitment, and enhance the overall employee experience in alignment with agency goals and regulatory requirements.
• Leads the development and implementation of strategic retention initiatives that identify and nurture high-potential talent, reduce turnover, and foster a culture of recognition, growth, and long-term employee commitment, while aligning workforce stability efforts with organizational goals and industry best practices.
• Serves as full line supervisor.
• Oversees the integrity and confidentiality of employee data through effective HRIS management, while generating insightful HR reports and maintaining compliant, up-to-date personnel records to support informed decision-making and streamlined HR operations.
• Leads HR compliance efforts by ensuring adherence to local, state, and federal labor laws, maintaining up-to-date policies and employee handbooks, and coordinating with auditors to support successful compliance reviews and minimize organizational risk.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
• Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college with coursework in general administration, business, marketing, labor, or personnel in a public or business organization.
• Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in general administration, business, marketing, labor, or personnel in a public or business organization.
Preferred Qualifications
• Three (3) years of employment recruitment experience leading full-cycle recruitment efforts, including talent sourcing, pipeline development, and strategic partnerships with universities, industry associations, and professional networks across diverse and technical disciplines.
• Three (3) recruiting experience in a technical environment such as IT, medical technology, cyber security, software development, or related area, with demonstrated ability to understand complex technical role requirements and assess candidate competencies accordingly.
• Three (3) years of experience managing HRIS systems, employee data, and advanced reporting, ensuring a high degree of accuracy and confidentiality, with demonstrated experience in data visualization, workforce analytics, and applying metrics to influence strategic HR decisions.
• Three (3) years of experience designing, implementing, and measuring employee engagement initiatives, such as stay interviews, recognition programs, and organization-wide feedback mechanisms that improve employee satisfaction, retention, and workplace inclusivity.
• Three (3) years of experience as a full line supervisor, including directing work, training staff, evaluating performance, resolving grievances, administering discipline, and managing staffing needs.
• Three (3) years of experience using Office 365, SharePoint, and collaboration tools, with the ability to develop professional-quality reports, presentations, and dashboards for executive audiences.
• Two (2) years of experience developing and executing data-driven performance management frameworks, including coaching leaders, aligning team and individual goals with organizational objectives, and driving a culture of accountability, continuous improvement and professional growth.
• Two (2) years of experience in workforce planning and strategic retention, including succession planning, career pathing, and leveraging turnover data and engagement data to create targeted, results-driven retention initiatives. improvements.
• Developed verbal and written communication skills, with the ability to present complex information clearly to a variety of stakeholders, including executives, hiring managers, and external partners.
