Position Overview

This position serves as the Enterprise Network Support Manager for the Department of Innovation & Technology (DoIT), in managing, directing, coordinating, tracking, monitoring, and controlling work activities related to the Enterprise-Wide Area Network Services (WAN), including the installation, troubleshooting, maintenance, and support of network services and equipment. In this role, you will assist the Client Agency Network Services Manager and the other DoIT teams in establishing and implementing long and short-term strategic plans to ensure alignment with Agency/Bureau strategic initiatives. Additionally, you will serve as a working supervisor assigning and reviewing work, providing guidance and training to assigned staff, counselling staff, assigning staff to meet day to day needs, establishing goals, and preparing performance evaluations. Essential Functions
- Under administrative direction, serves as the Enterprise Network Support Manager for the Department of Innovation & Technology (DoIT), managing, directing, coordinating, tracking, monitoring, and controlling work activities related to the Enterprise-Wide Area Network Services (WAN), including the installation, troubleshooting, maintenance, and support of network services and equipment.
- Assists the Client Agency Network Services Manager and the other DoIT teams in establishing and implementing long and short-term strategic plans to ensure alignment with Agency/Bureau strategic initiatives.
- Develops technical specifications and other language for inclusion in Request for Information (RFI), Request for Proposal (RFP), Invitation for Bid (IFB), and other procurement documents and evaluates vendor responses for technical merit.
- Serves as working supervisor.
- Provides technical consultation to internal customers and monitors and reviews system and equipment integrity and network quality standards by proactively anticipating and resolving operational and customer problems.
- Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
- Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college with coursework in management information systems, data processing, telecommunications, or a directly related Information Technology related field.
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in management information systems, data processing, or telecommunications in a public or business organization.
Specialized Skills
- Requires three (3) years of professional experience managing or supporting enterprise-level Wide Area Network (WAN) infrastructure, including configuration, troubleshooting, performance optimization, and administration of routers, switches, and related network hardware and software.
- Requires three (3) years of professional experience designing, implementing and managing Virtual Private Networks (VPNs) and secure remote access technologies, including site-to-site and client-based VPNs utilizing Internet Protocol Security (IPsec) and SSL/TLS protocols.
- Requires three (3) years of professional experience in WAN architecture and capacity planning, including developing technical specification for vendor-provided broadband, MPLS/VPLS, or metro ethernet services to ensure scalability, reliability, and performance.
- Requires three (3) years of professional experience supervising and leading technical teams including assigning and reviewing work, mentoring staff, conducting performance evaluations, and aligning team performance with organizational goals.
Preferred Qualifications
- Three (3) years of professional experience managing or supporting enterprise-level Wide Area Network (WAN) infrastructure, including configuration, troubleshooting, performance optimization, and administration of routers, switches, and related network hardware and software.
- Three (3) years of professional experience designing, implementing and managing Virtual Private Networks (VPNs) and secure remote access technologies, including site-to-site and client-based VPNs utilizing Internet Protocol Security (IPsec) and SSL/TLS protocols.
- Three (3) years of professional experience in WAN architecture and capacity planning, including developing technical specification for vendor-provided broadband, MPLS/VPLS, or metro ethernet services to ensure scalability, reliability, and performance.
- Three (3) years of professional experience supervising and leading technical teams including assigning and reviewing work, mentoring staff, conducting performance evaluations, and aligning team performance with organizational goals.
- Three (3) years of professional experience utilizing Software-Defined Wide Area Network (SDWAN) technologies to optimize WAN performance, improve operational agility, and enhance network resiliency across multiple geographic locations.
- Three (3) years of professional experience working within complex enterprise networks with demonstrated knowledge of telecommunications technologies and products such as MPLS/VPLS, DWDM, and Cellular data solutions.
- Three (3) years of experience developing network-related policies, standards, or technical specifications for procurement documents (RFIs, RFPs, IFBs), evaluating vendor proposals for compliance and merit, and applying expertise in network performance monitoring, ITSM frameworks, and SLA/KPI metrics to ensure reliable, compliant service delivery.
- Ability to analyze complex administrative challenges, identify root causes, implement strategic, results-driven solutions to improve operational efficiency, and clearly communicate findings and recommendations, exercising sound judgment in evaluating operational or procedural issues.
- Ability to develop and maintain cooperative working relationships with associates, vendors, clients, managers, executives, eternal stakeholders, and others, fostering collaboration in resolving sensitive administrative or technical issues and supporting subordinate team members or project staff.
- Certification(s) in one or more of the following relevant infrastructure technologies such as: Cisco Certified Internetwork Expert (CCIE), Cisco Certified Network Professional (CCNP), Cisco Certified Network Associate (CCNA).
