Executive I - Deputy Procurement Manager

Job Responsibilities

Under direction of the Agency Procurement Officer (APO), assist APO with procurement functions and proper documentation of procurement activities to meet legal and other requirements

  •  Manages procurements of goods and services for the homes via the state accounting system and state government procurement systems
  •  Assists APO by assessing and offering technical advice to agency staff regarding procurements
  •  Receives purchase requisitions for Orders for Delivery (OFDs) from Home managers and warehouse staff ·
  •  Verifies requests have the required approvals
  •  Assigns purchase order numbers and maintains list of purchase orders and expenditure amounts
  •  Determine correct procurement methods ensuring procurements are made in compliance with the Illinois Procurement Code, Administrative Rules, and policies and procedures as set forth by the Executive Ethics Commission and the Department of Central Management Services.

Completes vendor quote request forms with detailed specifications of goods or services to be procured

  •  Obtains vendor quotes using the Small Business Set Aside and other vendor databases
  •  Completes Small Business Set Aside (SBSA) waiver requests
  •  Reviews quotes and selects the lowest responsive bidder in compliance with procurement code
  •  Verifies Business Enterprise Program (BEP) contractors and subcontractors to support the goals of the BEP program and Fair Contracting Task Force
  •  Communicates acceptance and rejection of quotes to vendors
  •  Uploads all procurement documentation into the state government purchasing system

Serves as Trust Fund Imprest Account Custodian

  • Manages the safekeeping and distribution of imprest account cash
  • Verifies and processes authorized resident withdrawal request in accordance with Imprest Account policies and procedures
  • Reconciles Imprest Account upon receipt of fund reimbursement

 Drafts Procurement Business Cases (PBCs)

  • Completes required information of State Procurement Officer (SPO) determination form for each Procurement Business Case
  • Completes Basic Order Agreements (BOAs) for Master Contract procurements and routes to Agency Procurement Officer (APO) for review and approval  

Consults with department staff to prepare specification for procurement solicitations

  •   Posts solicitations as required
  •   Schedules pre-bid meetings and mandatory site visits as required
  •   Conducts solicitation bid openings for selection of the lowest qualified bidder for goods and/or services.

Prepares contracts for the Home in compliance with the Illinois Procurement Code for approval

  • Enters contracts and obligations in the accounting system and obtains APO approvals
  • Creates and maintains vendor contract files with all required documentation and approvals in accordance with procurement rules for inspection by Procurement Compliance Monitor (PCM), auditors and Illinois citizens.
  • Prepares vendor complaint forms for submission to Central Management Services (CMS) for unsatisfactory products and late deliveries.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above,

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with coursework in business or public administration
  • Requires one year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.

Knowledge, Skills, and Abilities

  • Requires extensive knowledge of the principles and practices of public and business administration
  • Requires working knowledge of the functions of state government and of the character of relationships between the executive branch with the other branches, and between the State and higher and lower levels of government
  • Requires working knowledge of the principles of governmental accounting, program budgeting, personnel, statistics, and procurement
  • Requires ability to develop and manage a small agency function program
  • Requires ability to analyze administrative problems and adopt an effective course of action
  • Requires ability to develop, install and evaluate new and revised methods, procedures and performance standards
  • Requires ability to exercise judgment and discretion in developing, implementing, and interpreting departmental policies and procedures
  • Requires ability to estimate and budget for future needs and cost of personnel, space, equipment, supplies and services
  • Requires ability to develop and maintain cooperative working relationships

Conditions of Employment
