Position Overview

The Illinois Department of Commerce and Economic Opportunity is seeking an organized, professional, and results oriented individual to serve as Accountant within the Budget Office. The Accountant position will assist in analyzing, monitoring, and preparing reports on the Department’s expenditures while ensuring spending plans are in line with budgetary requirements. This position will coordinate program budgets with program managers and instruct staff on various accounting functions. The ideal candidate will be organized and have the ability to analyze and report on expenditure data. Job Responsibilities

1. Provides direct input to the Unit Supervisor for the review and approval of the Department’s fiscal budgets, utilizing electronic spreadsheets and automated accounting system queries, prepares expenditure projections for upcoming fiscal year based on actual spending in program areas in current fiscal year.

2. Monitors numerous funds for the Department and prepares financial reports utilizing electronic spreadsheets and automated accounting systems to determine ongoing fund availability as expenditures change throughout the fiscal year.

3. Provides training and technical support to Departmental staff on a day-to-day basis, performing expenditure control functions for fiscal transactions initiated through contracts, travel commitments, and purchase requisitions.

4. Primary person for gathering data to prepare various reports.

5. Performs verification and distribution of agency’s payrolls and serves as a backup on the bond release process.

6. Assists the Unit Supervisor in all facets of internal audit requirements for the EPC unit, including but not limited to examining current policies and procedures to safeguard against future audit findings, researching audit findings as they may occur to recommend changes and prepare responses used in corrective action plans.

7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

 

Minimum Qualifications

1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, with courses in business administration and accounting, or four (4) years of technical accounting experience. 

 

Qualifying state employees in the Upward Mobility Program shall have the stated requirements of this classification waived by successful completion of specific proficiency tests and training programs. 

Preferred Qualifications

1. Prefer intermediate level of experience with Microsoft business software applications.
2. Prefer one or more years of knowledge and experience utilizing accounting, grant, or financial software applications like SAP, Amplifund, Oracle, OpenGov, LSL, or others.
3. Prefer one year of experience conducting data analysis.
