The Illinois Department of Public Health (IDPH) is looking for a Federal Funds Consultant to help supplement its COVID-19 response team.  This position assists senior management and other strategic partners involved in the State's response to COVID-19, optimize the use of the Federal COVID-19 funding it applies for and receives.  The successful candidates will match various initiatives to current and future Federal funds based on the grant guidelines, help shepherd Federal grant applications, and assist in monitoring initiatives once implemented.

Job Responsibilities

  • For each federal COVID grant awarded to IDPH, collect, assess and maintain a database of the allowable and unallowable costs, as well as a summary of the intent for each grant.
  • Serve as a resource for the ARPA Workgroup to assist in identifying funding source options that fit with proposed initiative requirements.
  • Work with all office's fiscal staff in committing and monitoring the compliant spending of the Federal grant dollars for procurement contracts, subrecipient grants, personnel, and other allowable uses of the federal grant dollars.
  • Monitor and assess new federal COVID-19 funding opportunities and their fit with the IDPH priorities and proposed initiatives.
  • Alert senior management of the new Federal COVID-19 funding opportunities and when applicable, ensure that the relevant office(s) are identified and submit application budget narratives that are consistent with the grant purpose and application guidelines.
  • Prepare and distribute regular reports that track what has been obligated against the Federal grant, and how much has been spent.

 

Minimum Requirements

  • 3-5 years federal grant fiscal managment experience for awards $1M or more.
  • Working knowledge of the functions of State government and of the character of relationships between the executive branch with the other branches, and between the State and higher and lower levels of government.
  • Advanced Microsoft Office 365 user especially Excel.

Education Degree

  • Requires knowledge and skill equivalent to completion of four years of college preferably with courses in business or public administration.
  • Prefers MBA with focus in finance and accounting,
