Job Description:

The Department of Healthcare and Family Services, Bureau of Collections is seeking to hire a candidate to serve as a Field Consultant who will manage property liens and estates cases in an assigned region for the Technical Recovery Section. The ideal candidate will conduct research via the internet and various reports to determine the claim status of deceased client’s estate and complete required legal documents with innumerable legal entities to file estate claims and/or property liens. The candidate will exhibit excellent follow-up skills to plan, organize, and prioritize assignments/ tasks to ensure such are completed accurately and timely to achieve set unit goals. The candidate will also demonstrate excellent verbal and written communication skills, as well as display motivation and initiative to accomplish set goals of maximizing recovery efforts owed to the department. This position further serves as the department liaison for internal and external entities regarding property liens and estates claims and/or issues.

Job Responsibilities

  • Serves as a Field Consultant for the Division of Finance, Bureau of Collections
  • Conducts studies to determine if claims can be filed against assets of a deceased client’s estate
  • Evaluates, organizes, and completes all forms for filing estate claims or property liens and notifies Technical Recovery Section (TRS) Central Office
  • Assists Department of Human Services (DHS) Local Office staff in resolving questions related to the handling of estate claims and property liens
  • Compiles and develops weekly activity reports, monthly itineraries, and monthly and periodic statistical and financial reports regarding liens and estates activities for management
  • Travels to attend meetings and presentations
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to the completion of four years of college, preferably with coursework in business or public administration
  • Requires one year of responsible administrative experience in a public or business organization or completion of an agency approved professional management training program

Preferred Qualifications

  • One (1) year of experience working with the principles of governmental accounting, program budgeting, personnel, statistics, and procurement
  • One (1) year of work experience in case management
  • One (1) year of professional experience in financial management and budgeting
  • One (1) year of professional experience communicating with healthcare corporations and/or facilities, financial institutions, legal organizations, and other entities
  • One (1) year of experience working with Microsoft Office Applications such as Word, Excel, and Outlook
