POSITION SUMMARY
Join the Illinois Department of Central Management Services as our Financial Planning & Budget Manager and help shape the financial future of our organization. In this pivotal role, you’ll do more than manage numbers—you’ll provide the insights and strategies that empower smart decisions and ensure taxpayer dollars are allocated wisely, transparently, and in ways that deliver the greatest public value by leading the development of multi-year financial plans, overseeing complex budget processes, and providing data-driven insights that guide policy and program priorities. Your expertise will help balance fiscal responsibility with innovation, ensuring resources are aligned with the needs of the people we serve. You will be directly responsible for developing and implementing agency fiscal policy, management, and reporting. Through subordinate staff, you will manage the analysis of costs of proposed or expanded programs, execute financial transactions, and serve as an expert stakeholder for CMS Leadership, other agency Chief Financial Officers, and the Governor’s Office of Management and Budget. You’ll lead efforts to create budgets that align with our vision, forecast with precision, and turn complex data into clear, actionable plans. POSITION ESSENTIAL FUNCTIONS
- Under general direction of the Central Management Services (CMS) Chief Financial Officer (CFO), serves as Financial Planning and Budget Manager for the Office of Finance & Management.
- Plans, organizes, directs, reviews, and makes decisions in exercising principal programmatic responsibility for the development and implementation of a budgetary and fiscal analysis program to monitor spending and maintain a target employment headcount ceiling control.
- Oversees the Vendor Payment Program.
- Directs and participates in the internal and external audits and performance review of programs, including key performance indicators, and fulfillment of Freedom of Information requests, regulations, and work processes of the agency.
- Serves as full line supervisor over subordinate managers within the Financial Planning and Budget Management section.
- Prepares reports, correspondence, and information for legislative committee testimony in a timely manner for the Chief Financial Officer.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
MINIMUM QUALIFICATIONS
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with coursework in finance or accounting.
- Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in finance and/or accounting roles.
PREFERRED QUALIFICATIONS
- Prefers two (2) years of creating, developing and managing complex, multi-billion-dollar budgets for multiple program areas.
- Prefers two (2) years of professional experience working with internal service funds (also known as revolving funds) or equivalent.
- Prefers a master’s degree in the areas of Accounting, Finance, Economics, or an equivalent course of study, or equivalent experience.
- Prefers two (2) years of professional supervisory experience, with particular experience in conflict resolution.
- Prefers three (3) years of professional experience with Enterprise Resource Planning (ERP) software such as Systems Applications and Products (SAP), and using the Microsoft Office Suite, especially Excel
CONDITIONS OF EMPLOYMENT
- Requires completion of a background check and self-disclosure of criminal history.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
- Requires the ability to use agency technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines.
- Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties
