POSITION OVERVIEW

The Illinois Department of Central Management Services is seeking a Financial Planning Manager for its Office of Finance & Management. This position is responsible for developing and implementing agency fiscal policy, management, and reporting. This position will supervise and direct subordinate management staff to analyze the cost of proposed or expanded programs, execute financial transactions, and serve as liaison to internal stakeholders including the Leadership Team, Division Managers, agency Chief Financial Officers, as well as the Governor’s Office of Management and Budget.  CMS' Office of Finance & Management (OFM) is looking for a motivated, fiscally minded candidate who enjoys working with a diverse staff.  Are you reliable, confident, organized and diplomatic? POSITION ESSENTIAL FUNCTIONS

  • Serves as Financial Planning Manager for the Office of Finance & Management.
  • Oversees the Vendor Payment Program.
  • Plans, organizes, directs, reviews, and makes decisions in exercising principal programmatic responsibility for the development and implementation of a budgetary and fiscal analysis program to monitor spending and maintain a target employment headcount ceiling control.
  • Directs and participates in the performance review of programs, including key performance indicators, fulfillment of Freedom of Information requests, regulations, and work processes of the agency.
  • Serves as full line supervisor over subordinate managers within the Financial Planning and Management section.
  • Prepares reports, correspondence, and information for legislative committee testimony in a timely manner for the Chief Financial Officer.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

 

MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with coursework in business or public administration.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization.

PREFERRED QUALIFICATIONS

  • Prefers three (3) + years of professional supervisory experience.
  • Prefers four (4) + years’ professional experience working with employer rules, policies, and regulations.
  • Prefers two (2) + years’ professional experience handling conflict resolution within staff, co-workers, vendors, and clients.
  • Prefers five (5) + years’ professional experience utilizing Microsoft Outlook email, word processing, and developing Excel spreadsheets.
  • Prefers three (3) + years’ professional experience with enterprise resource planning (ERP) software such as SAP, database management systems such as HANA, SAMS, or other comparable software.
  • Prefers three (3) + years’ professional experience working independently on projects, analysis, and reports.
  • Prefers three (3) + years’ professional experience establishing and maintaining effective working relationships with internal and external organizational stakeholders.
  • Prefers three (3) + years’ professional experience using effective communication skills, both written and verbal.
  • Prefers three (3) + years’ professional experience working with Generally Accepted Accounting Principles (GAAP).
  • Prefers a master’s degree in the areas of Accounting, Finance, Public Administration, Business Administration, Economics, or an equivalent course of study.

 

CONDITIONS OF EMPLOYEMENT

  • Overtime is a condition of employment and you may be required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime.

Term Appointment:
Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the ’s discretion.
