Position Overview

As a Firearms Eligibility Analyst I in the Firearms Services Bureau for the Division of Justice Services, Uses the internet to research definitions of criminal justice terminology and federal, State of Illinois, and out-of-state criminal charges and laws related to firearms eligibility. Uses the internet to locate contact information and to find and access on-line court systems to obtain criminal history and court disposition information. Considers federal, out-of-state, and State of Illinois convictions or arrests in compliance with the Illinois Firearm Owners Identification Act 18 U.S.C. 922(g) (Federal Firearm Possession Prohibition) and the Firearm Concealed Carry Act. Performs comparative analysis to determine the individual identified in the hit matches the FOID record. Cites federal or state firearm prohibitor(s) and/or statute authority used to deny or revoke the FOID card and/or CCL permit. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Essential Functions

  • Reviews, analyzes and interprets criminal history hits received from federal, state, and out-of state databases to assess an applicant’s FOID card and/or concealed carry license eligibility.
  • Contacts external entities such as state and local police agencies, the Federal Bureau of Investigation (FBI), National Instant Criminal Background Check System (NICS) State Support Team, and circuit court clerks to research open arrest, dispositions, probations, and conditional discharges.
  • Based on comprehensive research, independently makes decisions to approve, deny, or revoke FOID cards and/or concealed carry licenses.
  • Reviews mental health history hits from the Illinois DHS FOID reporting system.
  • Enters information into a computerized case management system, documenting case decisions and findings regarding firearms privileges, and FOID card and/or CCL permit denials.
  • As directed, makes telephone calls in response to documents received regarding FOID and/or CCL permit eligibility.
  • Provides guidance and assistance to Firearms Eligibility Analyst Trainees and other less experienced staff in the processing of firearms applications and/or CCL permits.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires successful completion of the Firearms Eligibility Analyst Trainee program or another approved Illinois State Police training program.
  • Requires continuous and current Law Enforcement Agencies Data System (LEADS) Less Than Full Access Certification. Failure to maintain continuous and current Law Enforcement Agencies Data System (LEADS) Less Than Full Access Certification, or other such required certifications, may lead to disciplinary action.

Preferred Qualifications

  • Prefers six (6) to twelve (12) months experience reviewing federal statutes regarding FOID card and CCL eligibility.
  • Prefers working knowledge of federal, state, and municipal laws related to and associated with FOID card and CCL processes.
  • Prefers one (1) year experience using databases to research criminal histories.
  • Prefers one (1) year experience operating a personal computer and utilizing relevant software.
  • Prefers one (1) year experience utilizing various methods and techniques to research criminal and mental health histories.
  • Prefers one (1) year experience interpreting and communicating statutory requirements, and associated rules, regulations and procedures regarding FOID card and CCL eligibility.
  • Prefers one (1) year experience analyzing and comparing information, and drawing valid conclusions
  • Prefers one (1) year experience exercising discretion, judgment, and confidentiality.
  • Prefers one (1) year experience communicating clearly and concisely, both orally and in writing
  • Prefers experience establishing and maintaining cooperative working relationships with coworkers, and law enforcement and legal personnel at the federal and state level.
