POSITION SUMMARY
The Illinois Department of Central Management Services (CMS) Bureau of Benefits is looking for a candidate to fill the critical role of Fiscal Coordinator for the State’s Benefit funds for the Group Health Plan (GHP) Programs, and the Risk Management Programs. This position will be tasked with assisting the Fiscal Operations Manager in various aspects of the Bureau’s fiscal operations, including oversight of processing receipts and expenditures and contract management. In addition, they will serve as a working supervisor. This position requires communication to various internal government agencies as well as external companies. The incumbent must be proficient in Microsoft Office applications and have excellent communication skills. We invite all interested applicants to apply!
POSITION ESSENTIAL FUNCTIONS
- Under administrative direction of the Benefits Fiscal Operations Division Manager, plans, executes, evaluates, implements, and administers aspects of fiscal administration for the Bureau of Benefits.
- Coordinates the preparation and ongoing monitoring of the Bureau’s annual expenditure plans.
- Serves as the Bureau budgetary liaison between the Bureau and the office of the Comptroller, Illinois State Treasurer, the office of Finance and Management, vendors, and contractors.
- Serves as working supervisor.
- Performs special budgetary projects for the Fiscal Operations Division Manager and the BFO in the investigation and analysis of information pertaining to Bureau fiscal matters.
- Serves as a back-up and provides coverage for subordinate staff processing Bureau receipts and expenditures to ensure continuity of operations during periods of fluctuating workloads, position vacancies, backlogs, and special project assignments.
- Performs other duties as required or assigned which are reasonable within the scope of the duties enumerated above.
MINIMUM QUALIFICATIONS
- Requires knowledge, skill, and mental development equivalent to completion for four (4) years of college.
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in in the fields of fiscal management, accounting, budgeting, internal auditing, insurance, and/or finance.
SPECIALIZED SKILLS
- Requires three (3) years of professional experience with fiscal contracts and/or the establishment of obligations – monitoring encumbrances, contract obligations, late filing agreements, and/or vendor payment rules.
- Requires two (2) years of professional experience in fiscal management — guiding agency staff through fiscal year transitions, system upgrades, and/or policy shifts with minimal disruption.
PREFERRED QUALIFICATIONS
- Prefers three (3) years of professional experience with fiscal contracts and/or the establishment of obligations - monitoring encumbrances, contract obligations, late filing agreements, and/or vendor payment rules.
- Prefers two (2) years of professional experience in fiscal management - guiding staff through fiscal year transitions, system upgrades, and/or policy shifts with minimal disruption.
- Prefers three (3) years of professional experience with accounting, finance, and fiscal operations.
- Prefers three (3) years of professional experience working with Generally Accepted Accounting Principles (GAAP).
- Prefers two (2) years of professional supervisory experience in a public or private organization.
- Prefers three (3) years of professional experience in public and/or business administration, principles, and practices.
- Prefers extensive knowledge of working with the programs, service objectives, activities, and operational systems of a large business organization.
- Prefers ability to develop and maintain cooperative working relationships.
CONDITIONS OF EMPLOYMENT
- Requires completion of a background check and self-disclosure of criminal history.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.

- Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
