Essential Functions
- Plans, assists, and coordinates with the Chief Fiscal Officer for the state-wide operations of the agency’s fiscal program.
- Formulates and executes short- and long-range plans, goals and objectives for the program and the development of fiscal policies and procedures to be utilized by the fiscal division.
- Monitors and controls expenditures to assure fiscal solvency, advises the Chief Fiscal Officer of potential problems and recommends corrective or alternative actions.
- Prepares annual budget documents, working closely with the Chief Fiscal Officer and Office of Management and Budget staff in development of budget requests.
- Assists the Chief Fiscal Officer in their capacity as the agency’s State Purchasing Officer
- Attends training meetings to learn the purchasing system and prepares business case studies for all major agency purchases works with Business Enterprise Program and Fair Contracting Task Force to ensure Agency follows goals/rules.
- Serves as full-line supervisor.
- Performs other duties as assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four years of college, with significant course work in accounting or finance.
- Requires prior experience equivalent to three years of progressively responsible administrative experience in accounting or finance.
Preferred Qualifications (In Order of Significance)
- Two (2) years of experience with direct agency budget preparation and control appropriation expenditures.
- Two (2) years of extensive knowledge of accounting practices and private or State accounting policies and procedures.
- Two (2) years of experience with SAP-ERP.
- Two (2) years of experience in estimating and budgeting for future needs and cost of personnel, space, equipment, supplies and services.
- Four (4) years of experience developing and maintaining cooperative working relationships.

This job may require a good deal of walking or standing, or involves sitting most of the time with some pushing and pulling of arm or leg controls.
- Requires completion of a background check and self-disclosure of criminal history.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

The Fiscal Supervisor plays a critical leadership role within the Accounting Fiscal Division, working under the direction of the Chief Fiscal Officer (CFO) to ensure the integrity, accuracy, and compliance of the financial operations. The position is located at our Springfield, IL office. This position is responsible for supervising day-day fiscal activities, managing staff engaged in accounting and budget-related functions, and supporting strategic financial planning and analysis.
