Position Overview
The Illinois Department of Human Services (DHS) Division of Early Childhood (DEC) is seeking to hire an energetic and detail-oriented manager to oversee the operations of the Department of Human Services, Human Resources Bureau, Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), and Workers’ Compensation (WC) Unit with the HR Bureau in the Chief of Staff’s Office. The manager plans, develops, directs and implements operation of the FMLA, ADA, and Workers’ Compensation Unit responsible for engaging in Department of Human Services (DHS) and Division DEC’s personnel processes and procedures to promote compliance with state and federal requirements regarding FMLA, ADA, and Workers’ Compensation (WC) and the personnel tracking system/database and related documentation filing system regarding FMLA, ADA, and Worker’s Compensation. Additionally, the manager will create and implement cutting-edge professional development and training plans and will oversee quality assurance checks and provide continuous quality improvement recommendations to ensure FMLA, ADA, and WC compliance. The Division of Early Childhood is one of six divisions within the Illinois Department of Human Services. DEC serves to strengthen and centralize Child Care, Early Intervention, and Home Visiting within DHS. Essential Functions
-
Serves as the Manager of the Family Medical Leave Act (FMLA), Americans with Disability Act (ADA / Reasonable Accommodations), and Workers’ Compensation Unit within the Bureau of Human Resources in the Division of Early Childhood’s Chief of Staff Office.

Plans, controls, directs, and manages the HR Bureau’s processes and procedures for the Family Medical Leave Act, Americans with Disabilities Act (ADA / Reasonable Accommodations), and Workers Compensation for the Division of Early Childhood.

Serves as full-line supervisor.

Responds to audit inquires and plans, controls, and manages the HR Bureau’s involvement with special surveys and/or analytical studies specific to FMLA, ADA (Reasonable Accommodations), and Workers Compensation.

Serves as a panel member on interviews for the Division.

Represents the HR Bureau Chief and/or Chief of Staff at meetings, conferences, retreats, and other forums within the agency regarding FMLA, ADA, and/or Workers’ Compensation.

Performs other duties as assigned and/or required, which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
-
Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.

Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization.
Preferred Qualifications
-
Three (3) years of professional experience working within the field of human resources and being responsible for Family Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), and Workers’ Compensation state and federal requirements, policies, procedures, and practices for a public or private organization.

Three (3) years of professional experience working with state and federal requirements, service delivery objectives and goals, program activities, and operational systems of a public or private organization.

Three (3) years of professional experience communicating effectively (written and oral) to identify and resolve human resources / labor relations issues and adopt efficient and effective course(s) of action.
-
Three (3) years of professional experience analyzing and interpreting complex human resource / labor relations data and reviewing corresponding statistical and/or written reports for completeness and accuracy to generate statistical and/or written reports.

Three (3) years of professional experience in conducting performance management and continuous quality improvement activities for a public or private business organization to analyze and evaluate efficiency and effectiveness, generating corresponding tracking systems, statistical and/or written reports, and quality assurance checks and corresponding recommendations.

Two (2) years of professional experience creating and developing cutting-edge professional development and training materials as well as providing and facilitating corresponding training sessions.
Conditions of Employment

Travels extensively with overnight stays in the performance of duties.
