Position Overview
The Division of Family and Community Services is seeking to hire a motivated Fraud Referral and Disqualification Specialist to plan, coordinate and monitor referrals for the Supplemental Nutrition Assistance Program (SNAP) Fraud Unit. This position compiles program information, assessment data and related policy and procedural implications to determine the proper course of action for the SNAP Fraud Referral. This position is involved in the planning, developing, follow-up and implementation of program functions; confers with management on the stages of the SNAP fraud process; serves as liaison with Regional Administrators, Local Office Administrators, Bureau of Assistance Hearings, Bureau of Collections, caseworkers, customers and public; provides technical assistance to Family and Community Resource staff regarding Suspected Intentional Program Violation (SIPV) and Electronic Benefits Transfer (EBT) trafficking referrals; and represents the department at Administrative Disqualification Hearings.
Essential Functions
- Serves as a Fraud Referral and Disqualification Specialist.
- Manages the planning, development, follow-up, and implementing of program functions, i.e., Administrative Disqualification Hearing results, disqualification, overpayments, etc., provides guidance and expertise on complicated cases.
- Confers with management on the stages of the SNAP disqualification program.
- Serves as liaison with Regional Administrators, Local Office Administrators, Bureau of Assistance Hearings, Bureau of Collections, caseworkers, and clients.
- Provides technical assistance to local office staff regarding Suspected Intentional Program Violation (SIPV) and Electronic Benefits Transfer (EBT) referrals.
- Represents the Department at Administrative Disqualification Hearings.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration.
- Requires one (1) year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.
Specialized Skills
- Of the one (1) year of required experience, requires one (1) year of professional experience interpreting and implementing public aid assistance program policies and procedures, such as those associated with the Supplemental Nutrition Assistance Program (SNAP).
Preferred Qualifications
- One (1) year of professional experience interpreting and implementing public aid assistance program policies and procedures, such as those associated with the Supplemental Nutrition Assistance Program (SNAP).
- Two (2) years of professional experience exercising professional judgement and discretion in the presentation of evidence to an Administrative Law Judge (ALJ) or hearing officer for a hearing related to a public aid assistance program such as the Supplemental Nutritional Assistance Program (SNAP).
- Three (3) years of professional experience working in a public assistance eligibility system such as Integrated Eligibility System (IES).
- Three (3) years of professional experience providing customer service to the public.
Conditions of Employment
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
