Essential Functions

  • Under general supervision, serves the Facility Security Operations Administrator developing, implementing, and managing the physical security strategy protecting employees, assets, facilities, and operations for the Department of Innovation & Technology (DoIT).
  • Acts as the business owner managing the DoIT’s physical security access control system.
  • Collaborates with the Health & Safety Administrator to strategize security aspects of the emergency management plans for the agency. 
  • Coordinates with DoIT’s Office of Learning and Employee Development and Health and Safety Administrator to assist with planning, developing and coordinating training events, conferences, and related development programs for staff.
  • Serves as a full-line supervisor.
  • Collaborates with vendors, external partners, and other stakeholders to determine additional security services, provide recommendations for required software, and draft safety agreements.
  • Keeps abreast of new developments in the security operations field by continuing education through meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures. 
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in general administration, business, marketing, labor, personnel, or directly related fields.  
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in general administration, business, marketing, labor, personnel, or directly related fields.

Preferred Qualifications (In Order of Significance)

  • Three (3) years of professional experience in developing, implementing, and managing physical security strategies, policies, and procedures, including enforcing security regulations, access controls, and safety protocols within a public or business organization, ensuring compliance with local, state and federal regulations. 
  • Three (3) years of professional experience operating and monitoring security systems, including surveillance systems, access control, and alarm systems, with a proven ability to respond effectively to security incidents and threats. 
  • Three (3) years of professional experience in conducting security investigations, recommending corrective actions, maintaining detailed security incident records, and developing and executing workplace emergency plans, including drills, to ensure organizational preparedness.
  • Three (3) years of professional experience conducting facility security audits, assessing risks, and developing mitigation strategies to enhance security measures in a public or business organization.
  • Extensive knowledge of developing and delivering security awareness programs to ensure compliance, with the ability to adapt training to industry standards and best practices.
  • Ability to de-escalate situations and apply conflict resolution strategies to mitigate risks while ensuring a safe and controlled environment.
  • Ability to manage and prioritize multiple security-related tasks simultaneously, including incident response, access control administration, and policy enforcement while ensuring efficiency and adherence to security protocols. 
  • Ability to supervise and manage staff, including assigning work, providing training, evaluating performance, addressing grievances, and implementing disciplinary actions while ensuring operational efficiency and goal achievement. 
  • Developed verbal and written communication skills with the ability to build and maintain effective relationships with associates, vendors, clients, and stakeholders.
  • Professional certification in security management or NIMS certification, CPR/first aid certification, or similar.  

Conditions of Employment

  • Requires the ability to lift and carry objects or equipment weighing up to 20 pounds. This is considered light work as defined by the U.S. Department of Labor (20 CFR 404.1567(b)). Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds.
  • Requires appropriate, valid driver’s license and the ability to travel in the performance of duties with occasional overnight stays.
  • Requires the ability to work overtime including scheduled, unscheduled, short notice, evenings, weekends and holidays. 
  • Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45. Consequently, employees should be aware that in the event of receiving a non-State employment offer during state employment or within one year immediately following the termination of State employment, they are required to inform the Office of the Executive Inspector General (OEIG) for the Agencies of the Illinois Governor before accepting such non-State employment. Failure to notify the OEIG may result in the imposition of a fine.
  • Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.
